Job Title: Consultant- Organisation Development (Nigeria National Only)
Context
SCI Nigeria Country Office maintains operational offices as a result of implementing projects in various locations across Nigeria, where the standard of living significantly varies due to economic, social, and infrastructural differences. In light of this, the organization seeks to conduct an organizational development assessment that takes into account the local standard of living in these areas, ensuring alignment between employee compensation, benefits, work conditions, and the realities of the regions they work in.
The objective of this assessment is to carry out an overview and general security assessment/programme overview of the current areas of work in all SCI program locations to determine the hardship which is described as severe suffering or deprivation, and challenges experienced based on fact and figures from these locations.
This assessment will also provide insights into how the standard of living impacts employee well-being, productivity, retention, and overall organizational performance, and will make recommendations for adjustments to organizational policies and practices where necessary.
Objective
The primary objective of this assessment is to evaluate how the standard of living in different office locations across Nigeria affects the organization’s operational effectiveness, staff morale, and well-being. The assessment will identify gaps and provide recommendations for organizational development strategies, particularly focusing on:
– Compensation benefits
– Staff welfare and well-being
– Housing costs
– Transportation costs
– Health and safety concerns
– Retention and attraction of talent in high-cost or low-infrastructure areas
Scope of Work
The assessment will cover the following tasks:
1. Standard of Living Analysis:
• Conduct a detailed analysis of the cost of living, access to amenities, healthcare, transportation, and housing in SCI’s office locations in Nigeria, focusing on urban, rural and semi-rural areas in states such as Lagos, Oyo, Abuja, Borno, Yobe, Adamawa, Kano, Kaduna, Katsina, Jigawa, Zamfara, Cross-River, Benue, Akwa Ibom, Taraba, Plateau, Ebonyi, Sokoto, Kebbi, Niger and Bauchi.
2. Impact on Compensation and Benefits:
• Evaluate the current compensation structure, allowances, and benefits in relation to the cost of living in each office location.
• Assess the need for region-specific adjustments, including housing, transportation, and hardship allowances.
3. Staff Welfare and Well-being:
• Examine how varying living standards affect employee health, work-life balance, and access to essential services.
• Review current staff welfare initiatives and make recommendations for improvements based on local living conditions.
4. Health and Safety Considerations:
• Assess the availability of quality healthcare, safety, and security conditions in each location, and their impact on employees’ well-being.
• Access to security agencies, armed forces and law enforcers for expedite access.
5. Talent Attraction and Retention:
• Review the organization’s ability to attract and retain talent in locations with challenging living standards.
• Propose strategies to improve employee retention and recruitment, particularly in high-cost or low-infrastructure areas.
6. Logistical and Operational Impacts:
• Analyse how differences in the standard of living affect organizational operations, productivity, and service delivery. With a focus on the impact in relation to implementing programs in hard-to-reach locations.
• Recommend changes to operational policies, if needed, to address logistical challenges related to location-specific factors.
Deliverables
The consultant or working group will be responsible for delivering the following:
1. Inception Report:
• Detailed work plan and methodology for conducting the assessment, including data collection and analysis methods.
2. Standard of Living Assessment Report:
• Comprehensive report analysing the standard of living in each office location, including data on cost of living, access to services, and other relevant factors.
3. Impact Report:
• Evaluation of how the standard of living affects compensation, staff well-being, and overall organizational performance, with a focus on disparities across locations.
4. Recommendations:
• Clear recommendations for adjustments in compensation, benefits, staff welfare, and organizational policies to address regional differences.
5. Final Organizational Development Report:
• A final report summarizing the findings and providing actionable strategies for organizational development, with a focus on location-specific challenges and solutions.
Timeline
The assessment is expected to be completed within 3 months with the following key milestones:
• Inception Report: 12 December 2024
• Data Collection and Analysis: 1 January 2025
• Draft Report: 1 February 2025
• Final Report Submission: 28 February 2025
Team Composition, Experience and Qualifications
The consultant or working group should have expertise in:
• Organizational development and human resources management.
• Experience in conducting cost of living and standard of living assessments.
• Understanding of the Nigerian socio-economic landscape, particularly across different regions.
• Knowledge of labor laws, compensation, and benefits structures.
• Demonstrated experience of providing similar services to other organizations in Nigeria
• For individuals, have an advanced University Degree (Master) in organizational development, social sciences or a related discipline
Reporting and Management
The consultant or working group will report to the Director, Human Resources & Administration and provide regular updates on progress for the duration of the service. Meetings will be held at key stages of the project to review progress and discuss preliminary findings with the assessment committee members.
Monthly progress update will also be discussed with the assessment committee members or representatives.
Budget and Resources
The budget for the assessment will include costs for data collection, field visits (if applicable), staff, and report preparation. Detailed financial proposals should be submitted as part of the application process.
Submission of Application and Proposal
Interested parties should submit a proposal outlining their approach, methodology, timeline, and qualifications.
SCI Nigeria CO will make a selection from identified consultants or working groups from a group of qualified assessors interested in providing this service. The Detailed Proposal is to be uploaded alongside CV, Cover Letter and evidence of similar work done

30% of the total cost payable within 15 days of satisfactory completion of deliverable 1 & 2
20% of the total cost payable within 15 days of satisfactory completion of deliverable 3

30% of the total cost payable within 15 days of satisfactory completion of deliverable 5
