Job Title: Monitoring Advisor, NTPMP
Project Summary:
The purpose of the Nigeria Third Party Monitoring Project (NTPMP) contract is to provide independent, verifiable, primary data regarding the outputs and quality of humanitarian assistance activities funded by the United States Agency for International Development’s Bureau for Humanitarian Assistance (USAID/BHA) in Nigeria through comprehensive third-party monitoring (TPM). TPM is necessary to ensure USAID/BHA has sufficient information to perform oversight and accountability of implementing partner (IP) activities. Due to the non-permissive environment in Nigeria and the inability of USAID/BHA staff to travel to activity implementation sites, TPM is essential to fulfill this purpose. USAID/BHA will use TPM information provided by the NTPMP to identify issues and challenges related to the delivery of goods and services, potential large-scale aid diversion, accountability to affected populations, and make real-time programmatic adjustments and inform future programmatic decisions and designs.

Position Summary:
The Monitoring Advisor will provide critical support to the Team Lead, Chief of Party (COP), Deputy Chief of Party (DCOP), and Senior Monitoring Advisor (SMA) in ensuring the effective startup of monitoring frameworks. This role involves a wide range of responsibilities, including review of Implementing Partner (IP) documentation, preparation of quarterly monitoring and annual implementation plans, scheduling and facilitating discussions with IPs, identifying new modalities for monitoring, and the development of data collection tools for new sectors, developing training materials, developing data analysis and reporting templates. The Monitoring Advisor will also be key in establishing systems to control aid diversion. The Monitoring Advisor will report to the DCOP and the MSI Team Lead. The short-term position is from January until March 2025, with an estimated Level of Effort (LoE) of approximately 10 days per month. The position is primarily remote, with occasional in-office presence in Abuja.
Responsibilities:
- Review IPs documentation and award documents to highlight key areas for monitoring and identify new sectors/modalities to be monitored.
- Schedule and facilitate discussions and meetings with IPs to understand their interventions and collect information to support the development of monitoring methodologies, sampling methods, and plans.
- Design and develop sample size and sampling approach for quantitative TPM data collection.
- Develop and refine data collection tools tailored to new sectors and modalities.
- Prepare quarterly monitoring plans and contribute to the development of the monitoring plan, and the annual implementation plan.
- Prepare training materials and protocols to be used for enumerator training.
- Develop TPM data analysis and reporting plan for quantitative and qualitative data.
- Design and develop new report templates to be used for reporting outputs from the TPM site visits.
- Support the design and setup of systems to monitor and control aid diversion within TPM activities and as a standalone monitoring system.
- Provide other technical support to the Team Lead, COP, DCOP, and SMA, as required.
Qualifications:
- Bachelor’s degree in international development, social sciences, or a related field is required.
- Minimum five years of professional experience in monitoring and evaluation (M&E), including tool development, data collection, monitoring plan and analysis is required.
- Experience in monitoring aid diversion control systems or similar accountability measures is preferred.
- Experience working with USAID-funded TPM projects.
- Strong understanding of M&E principles, methodologies, and best practices.
- Proficiency in developing and implementing monitoring plans and frameworks.
- Strong communication, interpersonal, organizational, and collaboration skills to train, support, and engage data collection teams effectively.
- Ability to collaborate effectively with internal teams and external stakeholders.
- Strong oral and written proficiency in English is required.
