Job Title: Deputy Program Coordinator – FSL

Main Objective

  • The Deputy Program Coordinator – FSL supports the Program Coordinator in the development of SOLIDARITES INTERNATIONAL’s FSL programmes.
  • In the FSL sector, he/she helps to ensure the relevance, quality and coherence of the programmes, and supports the project teams’ compliance with the project cycle and monitoring.
  • He/she participates in the internal and external coordination of his/her area(s) of expertise and contributes to the SI capitalization process.

Main Tasks
Strategy and Planning:

  • Supports the development of the mission’s programmatic strategy, especially for the FSL sector, and its annual review, aligned with the global strategy of the association and with the humanitarian issues identified in its area.
  • Participates in the design of Country Programmes aligned with SI’s global intervention logic.
  • participates in logistical, financial and human resources dimensioning of FSL programmes with the bases and departments concerned.
  • Contributes to the implementation of FSL action plans aligned with the country’s strategic priorities.

Project Development & Reporting:

  • Participates in the coordination of projects’ need assessments and bring support to their technical and methodological management.
  • On behalf of the Programme Coordinator, is involved in technical & sectoral coordination platforms, forums and initiatives.
  • On behalf of the Programme Coordinator, may participate in the representation and development of donor relations in the country.
  • Participates in the identification of technical, academic and implementation partnerships.
  • Participates in the identification of programmatic and technical needs, writes notes of intent and funding requirement for the Grant & partnership unit.
  • Participates in the exercise of project submission, reporting & modification requests, in coordination of the grant & partnership unit.

Programme Monitoring and Quality:

  • Works with the coo prog to ensure the coherence and relevance of all FSL activities, with a specific focus on cross-cutting issues at every stage of the project.
  • Contributes to ensuring the technical compliance of FSL programs with national, international, and humanitarian sector standards, as well as internal requirements where applicable, while supporting implementation teams in meeting these standards.
  • Supports the monitoring of the full implementation cycle of FSL projects.
  • Proposes timetables and methodologies for evaluating FSL programs, monitors indicators, risks, and recommendations associated with the programmes, in close collaboration with the MEAL team.
  • Suggests necessary programme adjustments.
  • Conducts regular field visits.

Compliance and Accountability:

  • Contributes to ensuring the deployment of programmatic and technical frameworks (both internally and externally) and procedures across SI’s response.
  • Supports the implementation of mechanisms for accountability, participation, and inclusiveness for SI’s aid recipients.
  • Participates in the update and correct use of project resources and tools, as well as the application of internal accountability processes.
  • Contributes to the identification and monitoring of compliance breaches and risks.
  • Facilitates the implementation of corrective measures if necessary.

Capitalization and Capacity Building:

  • Contributes to the development and implementation of sectoral and programmatic training plans.
  • Supports the promotion, use and dissemination of SI capitalization tools by programme teams.
  • Helps to the centralisation accessibility of procedures, guidelines, and tools specific to the region.
  • Contributes to the improvement & development of tools in close collaboration with head office teams.

Internal Coordination and Communication:

  • Help the Programme coordinator in internal coordination.
  • Participate in the creation of collaborative partnerships with Field coordinators and programme teams.
  • Contributes to ensuring alignment between technical, programmatic, and operational priorities in close collaboration with base teams.
  • Help facilitate smooth communication flow.

Ethics:

  • Creates and maintains a working environment within the team that prevents inappropriate behaviour
  • Participates in communicating the existence of the SI code of conduct and behaviour.
  • Management
  • Responsible for ensuring that HR policies and processes are properly implemented to ensure that there is both the right number of people and the right amount of knowledge available for the activities for which he/she is responsible:
  • Analyses, quantifies and consider the team’s human resources requirements
  • Recruits and ensures the integration of the team under his/her responsibility
  • Evaluates the performance of team members
  • Trains and supports team members
  • Leads and communicates with the team

Profile 

  • Experience: Minimum of 3 years’ professional experience in the Agriculture sector, livelihood, CVA, etc.

Technical Competencies:

  • Demonstrated experience and knowledge of FSL programming, Cash programming, including expertise in agriculture and emergency response operations.
  • Excellent understanding of livelihoods issues in Nigeria at both field and policy levels
  • Proven ability to manage a complex and demanding workload, cultural and gender sensitivity
  • Experience working with government counterparts and other partners at various levels national to country; these includes technical support, capacity-building and coordination
  • Strong analysis of food security data and ability to summarize and communicate this to a range of audiences, excellent report writing skills

Education:

  • Bachelor’s degree in related field (e.g. Rural Livelihoods, Agriculture/Animal Science, Agricultural Economics, Rural Development, Development Studies, or other relevant fields of study)
  • IT Skills: Excellent computer and IT skills – MS Word, Excel, Power point, etc.
  • Language: Fluent English language – written and spoken. Knowledge of the local languages spoken in the Northern part of Nigeria is an asset.

Personal Abilities:

  • A quick learner with a self-drive to shorten the learning curve, willingness and ability to travel to all project areas within approved security frameworks, critical and innovative thinking, Intrapersonal & interpersonal skills, ability to train and mentor others, can work independently and manage their own calendar, referring to supervisor mainly for guidance on strategic and arising matters.
