Job Summary:

The FHI 360 Global Connections department engages with a diversity of institutions and individuals in the United States and around the world to strengthen professional, cultural, youth and academic exchanges, civil engagement, and educational/training linkages. A growing area of work includes virtual trainings that focus on professional and institutional development in a broad range of technical areas.

The Civic Engagement projects, which primarily focuses on women entrepreneurship, provide trainings and civil society capacity building activities for partners in the MENA and/or SCA regions. The current funder is the U.S. Department of State’s Bureau of Near Eastern Affairs; however, these projects may also receive funding from other funders/sources. We are seeking applications for a Program Officer I to provide administrative and programmatic support for a wide range of program activities, including virtual trainings and workshops, operations/procurement, public education, etc.

This position is contingent upon funder vetting approval.

RESPONSIBILITIES include but are not limited to:

  • Program Procurement/Payments: Collect documentation from consultants, including preliminary procurement documentation and expense reports; process consultant payments; draft consultant agreements in collaboration with the Senior Program Officer; generate payment requests; monitor consultant activities, as assigned, including tracking consultant timelines, deliverables, and budgets; review and process consultant payments; ensure all recorded/tracked data is accurate and meets program monitoring and reporting needs; provide general procurement/administrative support, as needed, and serve as a liaison with internal units, such as finance and accounting.
  • Virtual Trainings and Workshops: Collect curricula and training materials from trainers; support selection of training and curriculum development consultants; assist with participant communication; arrange training logistics; support implementation of online trainings; and support Project Manager and/or Technical Officer on development of curriculum and training materials.
  • Public Education: Provide research support, as needed; maintain records; review and process public education consultant payments; research and identify relevant articles for translation; and collaborate closely with and process payments for translation company and/or consultants.
  • General Program Support: Provide general research and troubleshooting support for program team; ensure all recorded/tracked data is accurate and meets program monitoring and reporting needs; contribute to client report sections; and provide translation of documents, as needed
  • Collaboration/Communication: Maintain professional standard of communication with colleagues, consultants, and beneficiaries; and ensure work style contributes to team building and a professional environment where colleagues can work together efficiently.
  • Business Development: Participate in business development opportunities, as necessary.

  • Project Management (Planning and Time Management) – accurately scopes out length and difficulty of tasks (sets objectives/goals/measures). Breaks down work into steps, schedules, task/people assignments. Marshal’s people, time, and resources efficiently. Arranges information in a useful manner and orchestrates multiple activities at once.
  • Problem Solving – analyzes problems, seeks input from others and considers a variety of solutions. Chooses most efficient and effective solutions with attention to the impact that solution has on other projects and tasks.
  • Technical Skills and Learning – lets go of outdated processes and procedures, seeks out resources to improve technical skills, and readily learns new industry processes, systems, and products.
  • Employees are expected to possess or have high potential for the development of these three fundamental competencies.

Applied Knowledge & Skills:

  • Basic knowledge of concepts, practices, and procedures with project design.
  • Proficient in Persian, Tajik, or Dari
  • Strong oral and written communication skills.
  • Demonstrated proficiency with Microsoft Office suite software.
  • Ability to problem solve and recommend corrective action as needed.
  • Strong organizational skills and attention to detail needed to adhere to project deadlines.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Able to read, write, and speak proficient English


Problem Solving & Impact:

  • Works on problems of limited to moderate scope that require a review of various factors.
  • Exercises judgment within defined procedures and practices to determine appropriate action.
  • Establishes rapport with internal and external contacts.
  • Decisions may cause delays and affect a work unit or area within a department.

Supervision Given/Received:

  • Receives general instructions on routine work, detailed instructions on new projects or assignments.
  • Uses independent judgment in determining workflow and priorities.
  • Typically reports to a Manager, Associate Director, or Director.

Education:

  • Bachelor’s Degree or its International Equivalent – Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Field.

Experience:

  • Typically requires a minimum of 2+ years of experience supporting projects and/or a technical practice area.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • Prior experience using Microsoft Office Suite preferred.
  • Shown understanding of MENA and/or SCA regions’ cultures preferred; and
  • Knowledge of and experience working on women’s economic rights preferred

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit or stand for extended periods of time.
  • Ability to move 5 – 25 lbs.

Technology to be Used:

  • Personal Computer, Microsoft Office 365 (i.e., Word, Excel, PowerPoint, Skype/TEAMS, e-mail).
