GENERAL BACKGROUND
USAID through Winrock International, Digital Green, Connexus and European Cooperative for Rural Development is implementing the five-year Feed the Future Nigeria Agricultural Extension and Advisory Services Activity (“Extension Activity”). The Extension Activity leverages the powers of Nigerian entrepreneurship to test, adapt, and scale most impactful practices (MIPs) to enhance productivity, income and nutritional status of two million smallholder farmers (SHFs) in Kaduna, Kebbi, Niger, Benue, Ebonyi, Cross River and Delta states across the five target value chain commodities of aquaculture, cowpea, maize, rice, and soybean. The Extension Activity plans to reach 50% of the two million SHFs through information and communications technology (ICT).
Digital Green, who is leading the objective on ICT-enabled extension services, is recruiting a consultant – Hackathon Coordinator – to support in the planning and execution of a hackathon that will facilitate the commercialization and dissemination of the identified MIPs by micro, small and medium enterprises (MSMEs) as part of the core functions of the Feed the Future Nigeria Agricultural Extension and Advisory Services Activity.
RATIONALE
The Extension Activity in enabling MSMEs reach 2M SHFs to adopt the Activity’s identified most impactful practices (MIP), technology is a key tool to leverage in disseminating these new technologies or services to the SHFs. The FY22 Hackathon for ICT start up is to crowdsource the most appropriate and effective digital solution that helps MSMEs to keep sales record and analyze sales and behavioral change over a given period of time.
Given the ongoing risk of COVID-19, the Hackathon will likely be held virtual (to be determined).
SCOPE OF WORK
The Hackathon Consultant will work with the ICT Coordinator of the Extension Activity to organize a hackathon. Tasks include:
- Design the conceptual framework of the hackathon and delivery framework
- Prepare guidelines for the hackathon, including entry criteria and submission of ideas/solutions.
- Develop a communication plan for the hackathon, including places or sites to publicize the hackathon (news, social media, etc.)
- Develop the criteria for jury selection, including the type of skills, knowledge, and attributes that a well-rounded jury panel would bring to the table.
- Develop evaluation criteria that the jury panel should use to evaluate the solutions entered into the Hackathon.
DELIVERABLES
The following deliverables are expected but exact deadlines will be developed with the consultant once onboard:
- Conceptual Framework and Guidelines
- Communication Plan and timelines
- Jury selection criteria and evaluation criteria
All deliverables require to be accepted by Digital Green and Winrock International.
DURATION OF THE ASSIGNMENT
The assignment will require around 20 days of intervention and shall start on/around October 15, 2021 until December 15, 2021.
WORKSTATION
The consultant will be based in Nigeria and available to meet with the Extension Activity staff as needed.
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS:
- Proven experience in organizing and implementing Hackathons and/or other similar innovation challenges and ICT competitions.
- Bachelor’s degree in IT, Management, Business or related field.
- At least 5 years of experience in event management, coordination of teams, networks of partners, experts’ groups in the field related to start-up programs development in Nigeria.
- Fluency in English (working level), both written and verbal.
