Job Title: Gender Monitoring, Evaluation, Learning and Social Accountability Officer
Location: Yola, Adamawa
Contract Type: 1 Year Fixed Term
Accountable to: Country Director
Reporting to: Project Coordinator, Gender Equality & Women’s Rights Project

Job Requirements
- First Degree or equivalent in Gender and Development Studies, Social Work, Demography, Political Science, International Relations, Sociology, Statistics, Humanitarian Studies, or other relevant qualification (MSc. is highly desirable).
- Minimum of 2 years of “hands-on” working experience in designing learning, and monitoring systems on gender programs; gender analysis, report writing, and program work, including field experience and/or with institutional donors.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ or performance monitoring plans.
- Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis using feminist methodologies.
- Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.
- Strong analytical skills and experience using a computerized information management system (Microsoft Word, Excel, Statistical analysis software, field data collection tools ODK, Mwater App, Kobo Toolbox, GIS mapping, etc.)
- Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and the interests of marginalized people in all aspects of Oxfam’s work.
- Proven experience working with partner organizations and helping them develop their independent expertise and ability to deliver results, through effective capacity-building and learning and development activities.
- Fluency in English and Hausa is required (Knowledge of Fulfude will be an added advantage).
- Applicant must be national/local – must devote a minimum of 90 percent of the time to project activities to achieve expected outcomes.
