Job Title: National Consultancy for Developing and Rolling out Child Rights and Child Protection Training within the Nigerian Military Training Institutions
Scope of Work
The Consultant working under the supervision of the UNICEF Child Protection Chief, in close collaboration with the Child Protection Manager in Maiduguri and the Child Protection Officer in Abuja, will be responsible for the following:
- Develop an inception report that outlays the methodology for the assignment and data collection.
- Conduct a desk review of existing national and international handbooks and training manuals and materials for military entities on Child Rights and Child Protection.
- Hold technical and stakeholder consultation sessions with relevant military, government and child protection institutions, including at the field level.
- Draft a training manual, curriculum and tools (incl. trainers’ guide) based on the existing materials and consultation sessions, applicable to the Nigerian context.
- Identify and train the lecturers who will be providing the training, with the trainers guide, in each of the military institutions.
- Pilot the Child Protection training within the military institutions.
- Obtain feedback from the rollout and incorporate it into the training module.
- Finalize and validate the training manual, curriculum and tools by the relevant military and government institutions.
- Develop a training role out strategy for each army training facility.

Knowledge/Expertise/Skills required:
- Education: An advanced university degree (Master’s or higher) or academic background in international law, child rights, international development, international relations, or conflict studies.
- Minimum of 7 years experience working on relevant topics, including child protection, international law, education, and Civil military affairs.
- Ability to work with and manage various stakeholder expectations, such as government officials, and work within strict timelines – Experience working with the military preferable.
- In-depth understanding of the national and international Child Rights legislation and frameworks.
- Work experience within the context of Northeast Nigeria – Strong communication capacity in written and spoken English.
- Excellent research and analytical writing skills.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
