Job Title: National Project Coordinator
The ILO is issuing a call for expression of interest for the above position. The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations

Introduction
The Action For Improving Labour Migration Governance in Nigeria (ACTION Project) builds on previous and ongoing work of the International Labour Organization (ILO), working collaboratively with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and other partners towards strengthening effectiveness of available governance frameworks and practice level engagement of labour migration actors in Nigeria.
The project’s ultimate goal is to contribute to enhancing the policy and practice environment that adequately safeguards the human and labour rights of Nigerian migrant workers, including in the return and reintegration phases. The project is designed along two main outcomes: I. Fair and effective labour migration governance frameworks are strengthened and adequately promoted. II. Capacities of relevant national stakeholders to better implement labour migration governance frameworks in Nigeria and Ghana is enhanced.
Reporting lines
The position, will report to the Director of Abuja Country Office and will receive guidance from the Specialist, Employment and Migration. The NPC will also work in close coordination, guidance, and coordination from the MIGRANT Branch in ILO Headquarters. Collaboration with STATISTICS and other relevant branches in ILO Headquarters, as well as with other projects in the Abuja Country Office.
Description of Duties
1. Lead the project timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules, and regulations and according to the final project document, budget, and work plan.
2. Contribute to proposals for programme/project development and serve as national programme advisor to the Directorate and draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives and project reviews and evaluation.
3. Monitor progress of ILO programmes, projects, and activities, by reviewing, verifying, and analysing work-plans, progress reports, final reports and other data for clarity, consistency, and completeness.
4. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
5. Provide or ensure access to legal and policy advice to the government and the social partners on issues related to the effective implementation of the fundamental principles and rights at work, with a particular emphasis on freedom of association and collective bargaining.
6. Organize training programmes and awareness raising activities to improve understanding on fundamental principles and rights at work in line with the project’s stated outcomes.
7. Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions on fundamental rights at work.
8. Maintain close cooperation and coordination with government, employers’ and workers’ organizations in the planning and implementation of activities under the project.
9. Represent the project in various fora, under the guidance of the ILO Country Office Director.
10. Periodically report, monitor, and facilitate the evaluation of all project’s components according to the project’s document and work plan.
11. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
12. Ensure high-level communications to increase project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects.
13. Under direct guidance of Country Office Director, maintain relations with constituents and other stakeholders, including the media in order to increase the impact of the project in society as a whole.
14. Ensure efficient and timely coordination of technical review of products resulting from the project
15. Maintain a SharePoint/Teams space for project documents and keep up to date
16. Ensure close coordination, coherence and regular communication with ILO and partner projects in Nigeria and the West Africa region
17. Other related duties as assigned.
Required qualifications
Education
First level university degree in economics, social sciences, or related field, and strong knowledge on development issues particularly in Economics or other fields related to development (specific countries)
Experience
At least three years of experience in project management, supervision, administration, and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).
Technical requirements: Good knowledge of employment, skills development, youth engagement, as well as national policy making and implementation processes.
Languages
Excellent knowledge of English and a working knowledge of an official national language of the duty station.
