About HALO

The HALO Trust began work in weapons and ammunition management (WAM) in 2011, in Côte d’Ivoire. Since then, work has expanded into 12 countries, including Nigeria in 2021. The WAM Directorate currently operates 17 contracts from institutional and private donors for projects across two of HALO’s Strategic Goals.

To date, HALO’s global WAM projects have built and refurbished 344 armouries and explosive storage facilities, marked and registered over 61,000 weapons, and trained nearly 1,500 national security force personnel in safe storage and disposal of at-risk weapons and ammunition.

This is a great opportunity to join or progress in the WAM directorate with a dynamic group of technical specialists, project management and delivery staff.

About the role

HALO is seeking to recruit a Weapons and Ammunition Management Project Manager (WAM PjM) who will oversee and manage the Nigeria project’s activities. They must have proven experience in project management, ideally including within high security environments. The WAM PjM is responsible for day-to-day management and delivery of project outputs and is the main focal point for external stakeholder engagement. They must ensure that contractual obligations are met and that project activities are conducted in the safest and most efficient manner possible, particularly in accordance with international standards, HALO’s SOPs, regulations and policies, as well as Nigerian laws.

The WAM PjM will be based in the HALO office/guest house in Abuja but required to make visits to other locations in Nigeria, including high security in the North East. They will also be required to visit countries in the ECOWAS region in support of the West Africa region. Due to the autonomy and responsibility given to this role, the postholder will ideally have a working knowledge of WAM in HALO.

Job Responsibilities

Weapons and Ammunition Management

  • Plan and manage the project’s grants including operational delivery and other contractual objectives including quality assurance, monitoring and evaluation, and general oversight through field visits to project locations, across Nigeria but including the high security zones of the North East.
  • Compile and submit internal and external reports in coordination with the Regional Support Officer and WAM PM, as required and in line with contractual obligations.
  • Pursue and develop new funding opportunities in Nigeria with support from the WAM PM, WAM Donor Relations Manager and other HALO HQ departments.
  • Ensure all project activities and tasks are conducted in compliance with HALO and donor policy.
  • Manage the project’s finances in coordination with the WAM PM, the International and Regional Finance Managers, including budgeting, forecasting and monitoring of expenditure in accordance with donor and HALO global financial policies.
  • Manage the procurement, supply levels, and movements of associated WAM equipment.
  • Lead the project’s stakeholder engagement, particularly with diplomatic missions in Nigeria, national authorities and government departments, CSOs and I/NGOs.
  • Plan, coordinate and manage HALO and external visits to the project, including global specialists for project delivery. This may include arranging travel, accommodation and briefing visitors on the project and security situation.
  • Manage the training, employment and vetting of project staff and beneficiaries (where applicable).
  • Represent HALO during major engagements with government institutions or partner events such as workshops or round table meetings.
  • Manage staff welfare, including morale, motivation, and discipline in compliance with HALO policy and relevant local employment laws.
  • Ensure an inclusive approach to gender and diversity is taken during all aspects of project activity.
  • Ensure HALO’s presence in Nigeria is compliant with all relevant national laws and regulations.

Other

  • Assist the programme in developing robust policies and SOPs.
  • Compile journey management plans (JMP) as required.
  • Assist liaison and networking efforts with partners and other INGOs operating in Nigeria in the wider humanitarian sector.
  • Other administrative duties as and when required.

Requirements

  • Three years of international project management experience within or outside of HALO.
  • Strong IT skills, highly proficient in the use of Microsoft Office.
  • Experience of working with government institutions and ministries.
  • Experience managing and leading teams of national and international staff.
  • Experience developing, monitoring and managing budgets.
  • Exceptional organisational skills and ability to manage multiple deadlines.
  • Experience monitoring project performance against indicators.
  • Exceptional interpersonal and communication skills, including experience briefing embassy or high-level government representatives.
  • Strong numeracy and IT skills essential, and proficient in the use of Microsoft Office.
  • Fluent written and spoken English.

Desirable

  • Recent work experience in Nigeria.
  • Experience with weapons and/or management (civilian, military or law enforcement).
  • Proficient knowledge and application of International Ammunition Technical Guidelines.
  • Experience working alongside host-nation security forces, particularly training.
  • Experience of managing international research projects related to security or arms control.
  • Work experience in the WAM, armed violence reduction or security sector reform context.
  • Experience in international development.
  • Experience working on projects relating to gender and women’s empowerment.
  • A citizen of an ECOWAS country.
