Job Title: Individual Capture Consultant, Niger, Hybird
Job Description:
The mission of the International Rescue Committee (IRC) is to help people whose lives and livelihoods have been destroyed by conflict or disaster to survive, recover and reclaim their futures. Founded more than 80 years ago, IRC is a leading humanitarian and development organization operating in more than 40 countries. In all contexts, IRC is committed to providing innovative, high-impact programs tailored to the needs of communities affected by crisis.
IRC began its programming in Niger in June 2013, in response to the Malian refugee crisis in the Tahoua region. Subsequently, IRC Niger has expanded its programming to meet the evolving needs of vulnerable populations, including in the regions of Tillabéry (since 2013), Diffa (since 2015), Agadez (since 2017), and Maradi (since 2021). IRC is also operational in the Lake Chad Basin region and in the Liptako-Gourma region where cross-border programming is implemented. To address identified needs, IRC has defined strategic result areas that include protection, health and nutrition, and economic well-being. IRC Niger’s coordination office is located in Niamey and the country program currently employs 266 staff. IRC Niger’s programs have been supported by a range of institutional donors, including USAID, BHA, ECHO, FCDO, SIDA, NORAD, BMZ, GFFO, United Nations agencies, private donors and foundations, and businesses.
Project presentation
BHA’s RFSA program is a $300 million multi-year, multi-sectoral initiative to improve and sustain the food and nutrition security of vulnerable populations through resilience activities. Activities under this RFSA program take place at the individual, household, community, and institutional levels to target the underlying causes of food insecurity and malnutrition and strengthen opportunities for transformation. RFSA programs are implemented in resilience zones (Dosso, Maradi, Tillabéry, and Zinder) and aim to strengthen the resilience of vulnerable populations to acute and chronic malnutrition, recurrent shocks, stresses, and crises, and reduce the need for emergency food assistance. Activities under this RFSA program will build on previous RISE I and RISE II and BHA activities implemented in Niger and will focus on: (i) using evidence and analysis to better understand risks and improve resilience; (ii) the use of inter-sectoral approaches; (iii) the implementation of adaptive management and shock-sensitive programming; (iv) systems strengthening; and (v) strengthening humanitarian, development and peace (HDP) coherence.
Summary
The Capture Consultant will support capture and positioning efforts prior to the publication of this funding opportunity by conducting a literature review, gathering information from stakeholders, funders and partners, and strategically positioning IRC with potential partners and funders. Positioning efforts will prioritize engagement at the national level (Niamey) and in resilience zones (Dosso, Maradi, Tillabéry and Zinder).
The Capture Consultant will work under the supervision of the Capture Lead and the Technical Lead, and will work closely with IRC Niger’s Economic Development and Recovery (ERD), Nutrition, Environmental Health (EH), Governance, BD/Grants and Partnership, and Finance teams to ensure that the Capture team has access to the most up-to-date and reliable information on this funding opportunity. In addition, the Capture Consultant will work closely with the Country Director, Deputy Program Director, and the Capture team on engagement and positioning with donors, national and regional authorities, and relevant stakeholders. The Capture Consultant will regularly communicate progress to in-country colleagues and other internal teams and relevant stakeholders.
Main responsibilities
The Capture Consultant will perform the following tasks, to be adjusted with the team
1. Collection of information
- Gather information on potential bidders, the composition of competing consortia, winning themes and differentiating factors with other consortia, in order to update the competitive analysis and competition matrix.
- Gather information on RFA content, geographic scope, and donor motivations and priorities.
2. Literature review
- Review, analyze and summarize the new Food Security Strategy (GFSS) for Niger (or resources contributing to the development of the GFSS), relevant USAID strategies and policies, other relevant USAID and BHA documents.
- Review, analyze and summarize annual reports and evaluation reports of activities funded by RISE I and RISE II, and BHA, to identify lessons learned and best practices.
- Collect, review and summarize relevant national food security, resilience and nutrition strategies and plans.
3. Positioning
- Contribute to the development of presentations and talking points prior to meetings with USAID/BHA, other donors, and relevant government authorities and agencies.
- Support positioning with donors, relevant national and regional authorities and government agencies, and ensure their support for the IRC.
- Travel, where appropriate, to meet with relevant government authorities and agencies.
4. Engagement with partners
- Contribute to the mapping of relevant national and local organizations and private sector entities with technical expertise and operational capacities in relevant sectors and targeted regions.
- Identify research institutions and private sector entities with expertise in innovation applied to food security, resilience and nutrition. efhWbwr DmlsV8
- Provide recommendations in terms of national/local partners, research institutions and technical partners.
- Participate, as requested, in conferences, learning events, coordination and working group meetings to gather stakeholder information and position the IRC.
- Work closely with the IRC Partnership Team to support the due diligence process and review of partner capacities, as appropriate.
5. Pre-design
- Contribute to the discussion on winning themes and differentiators and identify potential gaps.
- Contribute to pre-design activities as requested by the Capture Lead and Technical Lead.
Qualifications
- Advanced degree (Master’s degree or above) in economics, agriculture, business administration, development or a related field.
- Five (5) or more years of relevant technical experience in agricultural productivity, market systems development, private sector development/engagement, value chain development or related areas in a consulting capacity.
- Experience as a team leader or deputy team leader in managing agriculture, food security and resilience projects in Africa; Niger is an asset.
- Experience working with USAID and BHA.
- Work experience in Niger.
- Knowledge of civil society in Niger.
- Strong interpersonal skills to engage effectively with diverse stakeholders, inside and outside the IRC, such as government officials at different levels, research institutions, private sector entities, other activities and local NGOs/civil society entities.
- Excellent oral and written communication skills in English.
