Job Title: Project HSE Manager

Job Summary

  • The Project Health, Safety, and Environmental (HSE) Manager will oversee all HSE activities on an EPCM project, ensuring compliance with both internal company and external regulatory standards.
  • This role involves managing and driving HSE performance, mitigating risks, ensuring a safe working environment, and promoting sustainable environmental practices throughout the life of the project.
  • The Project HSE Manager will coordinate with project teams, contractors, clients, and regulatory authorities to ensure the successful implementation of the HSE management plan.

Main Responsibilities

  • HSE Management & Compliance:
    • Develop and implement HSE policies, procedures, and programs specific to the project, in line with company standards and legal requirements.
    • Ensure compliance with all applicable local, state, and federal HSE regulations and standards.
    • Monitor adherence to environmental and safety regulations throughout the project lifecycle, including construction and commissioning phases.
    • Conduct regular HSE audits and inspections to ensure the safety of workers and environmental sustainability.
    • Manage and report on HSE performance metrics to senior management and clients.
  • Risk Management:
    • Conduct HSE risk assessments for project activities and ensure appropriate mitigation strategies are in place.
    • Develop and monitor risk management plans, ensuring that project activities are executed without compromising safety or the environment.
    • Manage the implementation of corrective actions and preventive measures following incident investigations.
  • Training and Awareness:
    • Oversee the development and delivery of HSE training programs for all project personnel.
    • Raise awareness of HSE issues among workers, subcontractors, and other stakeholders through regular meetings, toolbox talks, and ongoing communication.
    • Ensure all personnel are properly trained in emergency procedures, safe work practices, and environmental protection measures.
  • Incident Investigation and Reporting:
    • Lead investigations into accidents, incidents, and near misses, ensuring root causes are identified, corrective actions are implemented, and findings are communicated to relevant parties.
    • Prepare detailed incident reports and communicate lessons learned across the project team to prevent recurrence.
    • Maintain a database of incidents and regularly review to identify trends and areas for improvement.
  • HSE Documentation & Reporting:
    • Develop, maintain, and update all project HSE documentation, including HSE management plans, procedures, risk assessments, and reports.
    • Ensure accurate and timely reporting of HSE performance to internal and external stakeholders, including clients and regulatory bodies.
    • Ensure the documentation meets quality standards and is readily accessible for audits and inspections.
  • Leadership & Collaboration:
    • Lead the project’s HSE team and provide guidance and support to HSE officers, safety personnel, and contractors.
    • Foster a safety culture throughout the project team, promoting active participation in safety programs and initiatives.
    • Collaborate with the project management team, engineering, procurement, and construction teams to ensure HSE requirements are integrated into all aspects of the project.
    • Act as the primary point of contact for all HSE-related matters on the project
  • Environmental Management:
    • Oversee the implementation of environmental management systems (EMS) on the project, ensuring compliance with environmental laws and sustainability goals.
    • Monitor and manage environmental impacts, including waste management, water use, energy efficiency, and emissions control.
    • Ensure proper handling and disposal of hazardous materials and waste in compliance with environmental regulations.
  • Emergency Response and Preparedness:
    • Develop and maintain emergency response plans, including procedures for responding to medical, fire, chemical, and environmental emergencies.
    • Ensure all personnel are aware of emergency response procedures and are trained to act in case of an emergency.
    • Conduct regular drills and exercises to test emergency response systems and preparedness.

Required Qualifications

  • Bachelor’s Degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • Professional HSE certifications (e.g., NEBOSH, OSHA, ISO 45001, or equivalent) are highly preferred.
  • 15 – 20 years of HSE experience in EPCM, construction, or large-scale industrial projects, with at least 3 years in a managerial or leadership role.
  • Extensive knowledge of HSE laws, regulations, and industry best practices (OSHA, EPA, etc.).
  • Strong understanding of environmental regulations, safety protocols, and risk management.
  • Experience working in multi-disciplinary teams and with international contractors/subcontractors.
  • Proficient in the use of HSE management software and MS Office Suite (Word, Excel, PowerPoint).
  • Strong communication, interpersonal, and leadership skills.
  • Ability to manage multiple priorities and adapt in a dynamic project environment.

Work Environment:

  • The position will require both office-based work and time spent on-site, including field visits to construction zones.
  • The role may involve occasional travel and long hours, depending on project timelines and needs.
