Job Title: Education Quality Assurance Officer

Job Purpose

  • The Education Quality Assurance Officer is responsible for overseeing and ensuring the quality of education programs in the project locations.
  • This role involves establishing and monitoring standards for educational interventions, developing assessment tools, conducting evaluations, and providing technical support to ensure that programs meet the required quality standards.
  • The officer will collaborate with education specialists, teachers, and other stakeholders to continuously improve the educational outcomes for children and other learners, particularly in emergency or conflict-affected settings.

Key Responsibilities
Quality Assurance Framework Development:

  • Develop and implement a comprehensive education quality assurance framework, ensuring that all educational activities align with international best practices and local standards.
  • Set measurable quality standards and indicators for all aspects of program implementation, including curriculum delivery, teaching methodologies, assessment practices, and learner outcomes.

Monitoring and Evaluation of Education Programs:

  • Conduct regular monitoring visits to schools, learning centers, and other educational settings to assess program implementation and ensure adherence to quality standards.
  • Use qualitative and quantitative methods to assess the effectiveness of teaching practices, learning materials, and overall educational delivery.
  • Work with the M&E team to integrate education quality metrics into the monitoring and evaluation system.

Training and Capacity Building:

  • Design and deliver training sessions for teachers, education staff, and program implementers on quality assurance standards, teaching techniques, and curriculum delivery.
  • Provide ongoing technical support and mentorship to teachers and education staff to improve their skills and ensure high-quality educational outcomes.
  • Develop training materials and resources to support continuous professional development in education quality assurance.

Curriculum and Assessment Review:

  • Review and assess the quality of curricula and instructional materials, ensuring they are aligned with the needs of learners and education standards.
  • Advise on the development and improvement of assessment tools to evaluate learner progress, ensuring that assessments are valid, reliable, and inclusive.
  • Support the adaptation of curricula and teaching practices to meet the diverse needs of learners, including those with disabilities and from vulnerable populations.

Reporting and Documentation:

  • Prepare and submit detailed reports on the findings from quality assurance activities, including recommendations for program improvements.
  • Maintain accurate records of education quality assessments, teacher training sessions, and program reviews for accountability and reporting purposes.
  • Ensure that documentation of quality assurance processes is clear, organized, and easily accessible for internal and external stakeholders.

Collaboration and Stakeholder Engagement:

  • Work closely with program teams, local authorities, education officials, and other stakeholders to promote the integration of quality assurance practices in education programs.
  • Participate in education coordination meetings, advocacy efforts, and stakeholder forums to ensure quality education is prioritized at local, regional, and national levels.
  • Foster relationships with community-based organizations and other partners to gather feedback and insights on the quality of education services.

Continuous Improvement:

  • Regularly review and refine education quality assurance systems to reflect new trends, challenges, and innovations in education.
  • Identify and document lessons learned, sharing these with the team to enhance program performance.
  • Ensure that feedback from learners, teachers, and communities is integrated into quality improvement strategies.

Qualifications

  • Education: Bachelor’s Degree in Education, Educational Leadership, Curriculum Development, or a related field. A Master’s degree is an advantage.

Experience:

  • Minimum of 4-6 years of experience in education quality assurance, curriculum development, or teaching, preferably in emergency, conflict, or humanitarian settings.
  • Proven experience in designing and implementing monitoring systems to assess education quality.
  • Experience in providing training and capacity building for educators and education staff.

Core Competencies:
Expertise in Education Quality Standards:

  • In-depth knowledge of education quality assurance frameworks, including international standards and local regulations.
  • Familiarity with quality indicators in education, including learning outcomes, teaching practices, and curriculum development.

Monitoring and Evaluation Skills:

  • Strong skills in monitoring and evaluating education programs, using both qualitative and quantitative data.
  • Ability to develop and implement data collection tools, surveys, and assessments to evaluate education quality.

Analytical and Problem-Solving Skills:

  • Strong analytical skills to assess educational data and identify areas for improvement.
  • Ability to propose innovative solutions to enhance educational quality and overcome challenges faced by teachers and learners.

Instructional and Training Expertise:

  • Ability to design and deliver high-quality training sessions for teachers, program staff, and other stakeholders.
  • Expertise in adult learning principles and methods, with experience in mentoring and coaching educators.

Communication Skills:

  • Excellent verbal and written communication skills, with the ability to present complex concepts in a clear and accessible manner.
  • Ability to communicate effectively with diverse stakeholders, including teachers, community members, local authorities, and education officials.

Cultural Sensitivity and Inclusivity:

  • Strong cultural awareness and sensitivity to the needs of diverse learner populations, including children with disabilities, girls, and marginalized groups.
  • Ability to design and implement inclusive education strategies that meet the needs of all learners.

Attention to Detail:

  • High level of attention to detail in reviewing educational content, teacher performance, and program implementation.
  • Ensures that all educational materials and processes are aligned with program objectives and quality standards.

  • A proactive approach to identifying areas for improvement and ensuring that quality assurance processes are regularly updated to reflect new developments in education.
