Job Title: MEAL Consortium Manager

Job Purpose

  • The MEAL Consortium Manager is responsible for the overall coordination, implementation, and oversight of the Monitoring, Evaluation, Accountability, and Learning (MEAL) activities within the consortium’s programs.
  • The role ensures that all consortium programs are implemented in compliance with MEAL standards and guidelines, and that there is a strong focus on learning, accountability, and performance improvement.
  • The MEAL Consortium Manager will work closely with all consortium partners and program teams to enhance the effectiveness, transparency, and impact of program activities.

Key Responsibilities
MEAL System Development and Implementation:

  • Lead the development and implementation of a consortium-wide MEAL framework that aligns with donor requirements and best practices in humanitarian and development contexts.
  • Develop and implement clear monitoring, evaluation, accountability, and learning tools, including performance indicators, data collection methods, and reporting templates.
  • Ensure that MEAL systems are integrated into program design and management, providing timely and accurate data to inform decision-making.

Monitoring and Evaluation:

  • Oversee the monitoring and evaluation of program activities, ensuring that data is collected, analyzed, and reported in line with consortium and donor requirements.
  • Lead the development of baseline, midline, and endline evaluations, including designing data collection tools, sampling methodologies, and analysis plans.
  • Manage data collection, analysis, and reporting processes, ensuring timely and accurate results are shared with stakeholders.
  • Regularly conduct field visits to ensure program activities are aligned with MEAL standards, and assess program impact and challenges.

Accountability Mechanisms:

  • Ensure that accountability mechanisms are established and functioning effectively across the consortium, including beneficiary feedback, complaints handling, and response systems.
  • Develop and implement strategies for engaging beneficiaries and communities in program design, implementation, and evaluation.
  • Establish and maintain a complaints and feedback system to collect, analyze, and respond to feedback from beneficiaries and stakeholders.
  • Ensure that all programs are responsive to the needs and priorities of the community, promoting transparency and trust.

Learning and Knowledge Management:

  • Promote a culture of learning and continuous improvement within the consortium, ensuring that lessons learned are systematically captured, documented, and shared.
  • Facilitate regular learning reviews and reflection sessions with staff and partners to analyze program successes, challenges, and opportunities for improvement.
  • Ensure that program staff and partners integrate learning from monitoring, evaluation, and feedback into ongoing program implementation.
  • Lead the preparation of case studies, best practice reports, and other materials to document and disseminate learning across the consortium.

Capacity Building and Support:

  • Provide technical support and training to consortium partners, staff, and local counterparts on MEAL processes, data collection methods, and analysis tools.
  • Build the capacity of the MEAL team to effectively design, implement, and manage monitoring and evaluation activities, ensuring high standards of performance.
  • Mentor and supervise MEAL staff across the consortium, promoting professional development and strengthening team capacity.

Reporting and Data Management:

  • Ensure that all data and information related to program monitoring, evaluation, and accountability is accurate, well-organized, and securely stored.
  • Oversee the preparation of regular progress reports and ensure they meet the requirements of donors and stakeholders.
  • Ensure that data quality control procedures are in place and that data is consistently reviewed for reliability, validity, and accuracy.

Collaboration and Stakeholder Engagement:

  • Collaborate closely with program managers, technical advisors, and consortium partners to ensure that MEAL activities are aligned with program objectives and are responsive to the needs of beneficiaries.
  • Engage with external stakeholders, including donors, local governments, and communities, to share findings and recommendations from evaluations, assessments, and monitoring activities.
  • Represent the consortium in relevant MEAL-related meetings, forums, and events, advocating for best practices in monitoring, evaluation, accountability, and learning.

Requirements
Qualifications:

  • Education: Bachelor’s Degree in Social Sciences, Engineering, Monitoring and Evaluation, International Development, Statistics, or a related field. A Master’s degree in a related field is preferred.

Experience:

  • Minimum of 5 years of experience in managing MEAL systems in humanitarian or development programs, preferably with multi-partner or consortium-based projects.
  • Strong experience in designing and implementing monitoring and evaluation frameworks, data collection tools, and learning mechanisms.
  • Proven experience in managing accountability and feedback systems, including beneficiary consultations and complaints mechanisms.

Core Competencies:
MEAL Expertise:

  • In-depth knowledge of MEAL standards, best practices, and methodologies, including data collection, analysis, reporting, and impact assessments.
  • Experience in developing and implementing MEAL frameworks, systems, and tools in large-scale programs or consortia.

Leadership and Coordination:

  • Strong leadership skills, with the ability to coordinate and motivate a diverse team across multiple locations and partners.
  • Proven ability to manage and oversee MEAL activities across complex programs with multiple stakeholders.

Analytical and Data Management Skills:

  • Strong analytical skills, with the ability to interpret data, assess trends, and produce actionable insights.
  • Proficient in using data management tools, statistical software (e.g., SPSS, Stata, R), and data visualization tools (e.g., Tableau, Power BI).

Communication Skills:

  • Excellent written and verbal communication skills, with the ability to prepare clear, concise reports and present findings to diverse audiences.
  • Strong presentation skills, with the ability to effectively communicate complex data and results to both technical and non-technical stakeholders.

Accountability and Stakeholder Engagement:

  • Experience in establishing and managing accountability systems, including beneficiary feedback, complaints handling, and response mechanisms.
  • Ability to build trust and maintain open, transparent communication with beneficiaries, stakeholders, and partners.

Capacity Building and Mentorship:

  • Strong ability to build capacity and provide technical support to staff, partners, and local counterparts on MEAL activities and systems.
  • Experience in mentoring and supervising a team of MEAL staff, promoting professional development and knowledge sharing.

Project Management:

  • Excellent project management skills, with the ability to manage multiple tasks, prioritize effectively, and meet deadlines.
  • Ability to handle complex reporting and data management processes in a fast-paced environment.

Cultural Sensitivity:

  • Strong cultural sensitivity and understanding of the socio-political context of the region where programs are implemented.
  • Ability to work effectively in multicultural and diverse teams and engage with stakeholders from various cultural backgrounds.
