Job Title: Community System Strengthening Officer
Job Summary
- We require qualified candidates to fill the position of Community System Strengthening Officer for a 5-year USAID award known as Transforming Health and Resilience for Individuals Through Vibrant Empowerment (THRIVE) South Project, implemented in the five states of Akwa Ibom, Bayelsa, Cross River, Edo and Lagos.
- The Community Systems Strengthening Officer will work to enhance community-level systems and services for Orphans and Vulnerable Children (OVC) by building the capacity of local service providers, improving coordination among stakeholders, and supporting community-based interventions.
- This role will focus on developing sustainable community systems that can effectively address the needs of OVCs and their families, ensuring that services are accessible, high-quality, and sustainable.
Specific Responsibilities
- Community Systems Strengthening, Capacity Building, Collaboration and Coordination and Advocacy, Resource Mobilization and Sustainability:
- Conduct assessments to identify gaps and strengths in existing community systems, services, and resources available for OVCs.
- Map community-based service providers (e.g., health, education, child protection, nutrition) and assess their capacity to support OVCs.
- Provide technical assistance and training to community-based organizations (CBOs), service providers, and local stakeholders to strengthen their ability to respond to the needs of OVCs.
- Facilitate capacity-building workshops for local community members and groups, caregivers, and volunteers to enhance their skills in child protection, psychosocial support, and other relevant areas.
- Foster collaboration between key stakeholders (e.g., government MDA, NGOs, local leaders, community groups) to promote integrated, holistic care for OVCs.
- Support the establishment and functioning of community-level coordination mechanisms (e.g., CIT, CPC, networks, task teams etc).
- Advocate for improved policies and resources at the community level to support OVC-related issues.
- Lead community awareness campaigns to educate the public about OVC issues, child protection, and available services.
- Promote community participation in OVC-related initiatives by engaging local leaders, families, and communities in efforts to protect and support OVCs.
- Organize community meetings and events to raise awareness and mobilize resources for OVC care and protection.
- Assist in identifying and mobilizing local resources (financial, human, or material) to support OVC programs.
- Develop strategies for ensuring the sustainability of community systems and services for OVCs beyond the project cycle.
- Monitoring and Evaluation (M&E), Reporting and Documentation:
- Monitor and assess the performance and impact of community-level interventions and systems designed to support OVCs.
- Collect data, prepare reports, and provide feedback to ensure that community systems and services are effective, equitable, and responsive to the needs of OVCs.
- Ensure timely and accurate reporting on community systems strengthening activities, progress, and outcomes.
- Document best practices, lessons learned, and case studies to improve future interventions and share knowledge within the organization and with stakeholders.
Required Qualifications
- A Bachelor’s degree in social work, Community Development, Public Health, Sociology, or a related field. A master’s degree is an added advantage.
- At least 3-5 years of experience in community development, child protection, or a related field, with experience in OVC programs preferred.
- Experience working with local government bodies, community-based organizations, and vulnerable populations.
- Strong knowledge of community systems strengthening approaches and best practices in the OVC sector.
- Excellent communication, facilitation, and training skills.
- Ability to work with diverse stakeholders, including government officials, NGOs, local leaders, and community members.
- Proficient in report writing, data collection, and M&E.
- Strong organizational and problem-solving skills.
