Job Title: State Program Manager
Job Summary
- The state program manager is responsible for direct management and coordination of all project activities in the state, in line with project implementation plan.
- S/He ensures that all project activities in the state meet effective programming standards and best practices established by USAID, for Improving the Quality of Life of Vulnerable Children.
- S/He ensures that services provided to vulnerable children are needs based and in line with the National service standard and the PEPFAR guidelines.
- S/He provides support to stakeholders, strengthens technical capacity, carry out advocacy, supports community improvement team, provides timely update on grant work plan and coordinate state project activities to ensure successful implementation of all projects.
- Work with technical advisors to ensure the standard of care is in line with national and international standards and in line with project objectives and deliverables.
Specific Job Responsibilities
- Provide leadership and coordination to transitioned and new CSO partners to implement THRIVE South based on the project design and objectives.
- Facilitate a working environment of mutual trust, respect, and care among the local project team. Encourage effective teamwork, with case managers and CCWs supporting each other.
- Conduct regular meetings to ensure issues are raised and addressed and to encourage reflection on project progress and learning for improvement.
- Oversee the implementation of planned activities to ensure targets are achieved:
- Ensure that project activities are carried out promptly in line with USAID USAID-approved work plan, and that the project achieves results in line with its annual approved work plan, and that the project achieves results in line with its annual PEPFAR targets in each program area.
- Ensure each CSOs has a clear weekly work plan aligned with the approved monthly work plan and budget.
- Conduct monitoring visits to project activities to assess progress against targets and to provide coaching and direction to activities in areas where improvements are needed.
- Act as the initial trouble-shooter when difficulties in implementation are identified; meet with necessary project participants, listen to challenges, and actively identify solutions such that projects can continue as needed.
- Submit timely, accurate, and professional reports that meet donor requirements. Prepare reports to be submitted for donors, State, and local government offices.
- Monitor local context and report on how changes in context may affect program activities. This includes changes in the security environment.
- Closely collaborate and network with government stakeholders and others to ensure transition and sustainability of the program, continued partnership and sharing best practices in various fields.
- Co-ordinate with other USAID partners or organizations in the area to ensure complimentary service provision for the project beneficiaries.
- Promptly escalate program implementation challenges to supervisor and project management team
- Perform other tasks assigned to him/her by THRIVE South Project Management Team.
- Other duties assigned.
Qualifications and Skills
- Master’s Degree in a relevant field such as Public Health, Development Studies, Social Work or other health related field.
- Seven (7) years of experience in senior program management implementing international development activities in Nigeria, with preference given to OVC and HIV/AIDS/ Health.
- Strong track record of HIV/AIDS programming, understanding of the PEPFAR 95-95-95 goals and proven ability to produce demonstrable technical and program results
- Knowledge and understanding of OVC issues, Child Protection and Adolescent challenges and policy for HIV Care for Children, and OVC Case Management, in addition to extensive knowledge of key actors in these fields
- Knowledge of case management and national standards of care for orphans and vulnerable children
- Previous 5 years’ experience of managing sub-award recipients.
Key Working Relationships:
- Supervisory: Directly supervises the program specialist and officers, thematic areas specialist, Office Administration officer. Also coordinate the operational plans of project advisors.
- Internal: Director of programs, Thematic Advisors
- External: CSO Partners, State government agencies, other implementing partners.
