Job Title: Food Security Advisor

Job Summary

  • The Food Security Advisor will provide overall technical leadership and oversight for the design and implementation of the food security and agriculture value chain development interventions.
  • S/he will be responsible for leading the implementation of THRIVE project’s efforts to improve food security for positive HIV treatment outcomes through increased and inclusive resilience, productivity, diversification, financial management and stability of agricultural value chains.
  • The Advisor will design transparent, equitable and inclusive targeting processes and systems that support linkages and alignment with local food security models.
  • S/he will ensure that the social dimensions of food security in relation to HIV treatment/care outcomes and household resilience are effectively addressed. 

Duties and Responsibilities

  • In collaboration with the Deputy Chief of Party (DCOP), M&E Manager and Collaborative Learning and Adapting Advisor oversee technical reviews, manage changes in program direction and focus.
  • Ensure technical interventions are sequenced, layered and integrated (SLI) appropriately at all levels of implementation within the activity and with USAID investments, the private sector, other donors, and the Government of Nigeria (GON), particularly food security programming. 
  • Participate in the collection, analysis, and utilization of information from a broad range of sources in close collaboration with the Monitoring and Evaluation (M&E) Manager, Collaborative Learning and Adapting Advisor (CLA) to contextualize the Food Security and Agriculture Value Chain Development approach. 
  • Develop and oversee the training approach across the training cascade; ensuring the curriculum and training tools are participant-aligned and appropriate. Lead quality assurance and quality improvement efforts for implementation.
  • Lead technical capacity building and mentorship for THRIVE project staff and partners with a focus on implementation and management of community-based savings groups, Child optimized financial education curriculum, market systems development and value addition along project priority value-chains. 
  • Design and implement context specific food security interventions drawing on local resources. 
  • Improve access to and utilization of improved inputs and services.
  • Increase the adoption of production-enhancing technologies and enhance farmers’ technical capacity.
  • Improve harvesting of high-value crops through cultivation and agricultural best practices, reduce post-harvest losses, and support processing.
  • Strengthen commercial linkages within value chains  
  • Identify constraints, challenges and opportunities along the value chain related to input supply or marketing and offer recommendations for improvement, including training. 

Job Requirements

  • Master’s Degree in Agricultural Economics, Crop production, Agribusiness, Animal Production or related field required
  • Seven (7) years of experience in senior program management, implementing development activities in Nigeria, with preference given to OVC, HIV/AIDS, Health, Agriculture and food security activities under a USG funded award in Nigeria.
  • At least 5 years’ experience in implementing integrated Community based food security and agriculture value chain development activities. S/he must have excellent oral and written communication skills; excellent analytical skills; and demonstrated experience in the strategic design and implementation of OVC and HIV/AIDS programs.
  • Demonstrated capacity and experience to design and lead the implementation of food security and agriculture value chains including community-based savings groups, financial education trainings, communal farms and foodbank, market assessment, value addition and business diversification opportunities along priority value chains.
  • Strong track record of food security and nutrition intervention strategies, understanding of the PEPFAR 95-95-95 goals and proven ability to produce demonstrable technical and program results
  • Knowledge and understanding of OVC issues, Adolescent challenges and food security strategies and policy for HIV Care for Children and OVC Case Management, in addition to extensive knowledge of key actors in these fields
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
  • Demonstrated application of technical principles and concepts of the graduation approach, the implication of food security, nutrition and households resilience on HIV prevention and treatment/care outcomes especially on children living with HIV and among uninfected adolescents.
  • Demonstrated general knowledge of other THRIVE project domains, to ensure technical interventions are integrated, layered and sequenced.
  • Demonstrated capacity to collect, analyze, present and use information from a broad range of sources.
  • Experience in mentoring, coaching, facilitation, and training applying adult learning principles and practices.
  • Experience and skills in networking and relations with donors, governments, international and peer organizations, and faith-based and civil society partners. 
  • Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings.
  • Strong strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment.
  • Strong written and oral communication skills.
  • Strong presentation, facilitation, training, mentoring, and coaching skills.

Key Working Relationships:

  • Supervisory: Directly supervises Food Security specialist and officers.
  • Internal: Deputy Chief of Party, Director of programs, Thematic Advisors
  • External: CSO Partners, State government agencies, other implementing partners.
