Job Title: Protection Program Manager

General Objectives

  • Under the supervision of the Field Coordinator, and the technical guidance of the Country Protection Coordinator, the Protection PM is in charge of developing and ensuring the good implementation of project activities.
  • He/She will oversee an IDP and Host community multisector integrated lifesaving program to be implemented in Borno, Katsina and Zamfara States, Nigeria.
  • In this capacity, the Protection PM will be responsible for day-day supervision and oversight of the protection teams and various protection activities, budget management, administration, and implementation of the requirements of the programs.
  • The Protection PM will work closely with other PUI Sectors and partners operating in the Northeast and Northwest of Nigeria.

Responsibilities and Tasks
Project Planning and Implementation:

  • Create and execute work plans, spending plans, item forecasts, procurement plans, and related systems to ensure that project deadlines are met and targets achieved.
  • Participate in the development of proposals, budgets, budget narratives, logframes, Indicator Tracking Tools (ITT), and concept notes in coordination with the Protection Coordinator, Deputy Head of Mission for Programs, Grants Team, and HQ Technical Unit.
  • Develop program monitoring tools under the technical guidance of the Protection Coordinator, PSS Advisor, and MEAL Department.
  • Contribute to the definition of vulnerability criteria and assessment methodologies to improve targeting of PUI’s activities in the intervention area.
  • Provide technical advice and training on protection to all other operational departments, ensuring that protection issues are integrated into other departments’ activities.
  • Ensure coherence and consistency of activities (indicators and results follow-up), and develop proper assessment mechanisms. Lead regular field reviews to ensure best practice standards are met.
  • Contribute to the development of the Country Sector Strategy for the Nigeria Protection Program.
  • Inform the line manager of any relevant issues related to project implementation.

Information Management, Assessment, and Referral System:

  • Develop tools and strategies to ensure qualitative and timely data collection, communication, and analysis.
  • Develop internal and external referral pathways tailored to identified case types, along with tools and processes to monitor referrals.
  • Develop tools for multi-sector rapid needs assessments in response to emerging needs in the intervention area.
  • Formalize external referral pathways through MoUs with relevant partners.
  • Contribute to the design and lead the management of internal/external referral and follow-up database systems.
  • Support other PUI teams in community communication and beneficiary targeting/tracking.

Capitalization, Reporting, and Development:

  • Ensure internal and external qualitative reporting on all activities under responsibility using PUI tools and requirements.
  • Update and submit the Project Monitoring Tool (PMT) monthly to track project implementation.
  • Write regular activity reports as required by the Deputy Head of Mission for Programs and Protection Coordinator.
  • Produce quality intermediary and final reports for donors.
  • Capitalize on lessons learned and best practices during project implementation.
  • Participate in the drafting of Activity Forms for operational aspects, collaborating with MEAL teams and supervisors.
  • Contribute to the development of support documents for protection activity implementation.
  • Create/review SOPs and recommend improvements under the supervision of the Deputy Head of Mission for Programs and Technical Coordination.
  • Participate in mission development through the annual programming process.

Team Management and Capacity Building:

  • Prepare job profiles for team members and participate in recruitment (interviewing, testing) and termination decisions.
  • Proactively propose HR changes to the Deputy Head of Mission for Programs and HR Team.
  • Supervise the protection team in maintaining service knowledge and ensuring appropriate referrals.
  • Ensure team familiarity with and adherence to PUI HR regulations.
  • Maintain updated knowledge of the protection situation and priority needs of IDPs and host communities; compile protection assessment reports for Borno, Katsina, and Zamfara States.
  • Ensure appraisal systems are applied to all team members.
  • Establish team coordination mechanisms and ensure proper supervision.
  • Identify training needs and address them through planning and coordination with HR.
  • Monitor training provided to teams and collect content for capitalization.

Representation and Coordination:

  • Represent PUI in the project area with stakeholders (local, national, international), and community representatives to facilitate implementation.
  • Actively participate in the Protection Working Group and relevant sub-groups; contribute to common tools and guidelines.
  • Coordinate and communicate with stakeholders in the same operational area to ensure effective collaboration.
  • Work closely with other PUI departments (Food Security, Nutrition, Health, PSS, WASH, MEAL) for sector integration and new program development.
  • Support the planning and facilitation of donor visits to project sites.

Logistics and Finance:

  • Ensure budgeted action plans align with project activity plans.
  • Manage and forecast assigned budget lines monthly, contributing to the budget follow-up process.
  • Follow logistics procedures to ensure timely supply of materials for activity implementation.
  • Ensure proper and eligible use of allocated funds.
  • Analyze and propose budget reallocations based on monthly financial follow-ups (FFUs).
  • Complete cash forecasts in line with assigned budget areas per internal procedures.

Safety and Security:

  • Contribute to safety and security data collection and share with the Field Coordinator regularly or when urgent.
  • Ensure safety and security protocols are known and followed by the team.
  • Ensure that project activities and criteria do not endanger beneficiaries or staff. Immediately alert the Field Coordinator of any imminent risks.

Qualifications

  • Interested candidates should possess a Bachelor`s / Master`s Degree with 3 – 10 years of work experience.

Salary
N1,060,667 monthly.
