Job Title: Permit Coordinator (HSE Officer)
Job Description
- The Permit Coordinator (HSE Officer) is responsible for coordinating and administering the Permit-to-Work (PTW) system on site, ensuring that all high-risk activities are properly assessed, documented, and controlled.
- The role ensures compliance with HSE standards, facilitates safe execution of work, and acts as the link between operations, contractors, and HSE management regarding permits.
Roles & Responsibilities
Permit Management:
- Administer, review, and issue work permits (hot work, confined space, excavation, working at height, electrical isolation, etc.) in line with site PTW procedures.
- Verify that all necessary risk assessments and method statements are in place before permits are issued.
- Ensure that permits are properly displayed and closed out upon job completion.
Compliance & Safety Assurance:
- Monitor work activities under permit to ensure compliance with HSE regulations and company safety standards.
- Conduct site inspections to verify that control measures identified in permits are being implemented.
- Stop unsafe work and report non-conformances to management.
Coordination & Communication:
- Act as the central point of contact for permit-related activities between site teams, contractors, and HSE management.
- Facilitate coordination meetings to plan high-risk activities and avoid permit conflicts.
- Maintain strong communication with supervisors and workers to ensure understanding of permit conditions.
Documentation & Reporting:
- Maintain a permit register and archive all permit records in accordance with company policy.
- Generate daily/weekly reports on permit status, usage, and compliance issues.
- Provide data for audits, HSE reviews, and incident investigations.
Training & Awareness:
- Educate staff and contractors on the permit-to-work system, safe work practices, and HSE procedures.
- Participate in toolbox talks, HSE campaigns, and safety inductions.
Qualifications & Experience
- Bachelor’s Degree / HND in Engineering, Safety Management, Environmental Sciences, or a related discipline.
- 5 – 10 years experience in HSE or permit coordination within construction, oil & gas, or heavy industry.
- Strong knowledge of PTW systems, risk assessment, and hazard control.
- NEBOSH / OSHA / IOSH Certification or equivalent HSE qualification is highly desirable.
Key Skills & Competencies:
- Excellent knowledge of HSE regulations and permit systems.
- Strong organizational and record-keeping skills.
- Ability to identify hazards and implement control measures.
- Good communication and interpersonal skills to coordinate with multiple stakeholders.
- Proficiency in MS Office and familiarity with electronic PTW systems is an advantage.
