Director for Promoting Results and Outcomes through Policy and Economic Levers (PROPEL)
FHI 360 seeks a qualified candidate for the position of Chief of Party/Project Director for an upcoming USAID-funded global project, Promoting Results and Outcomes through Policy and Economic Levers (PROPEL). PROPEL is designed to address family planning/reproductive health (FP/RH) policy, advocacy, financing, and governance (PAFG), and the integration of FP/RH with HIV/AIDS and maternal, newborn, and child health (MNCH) programs, policies, and care. The funding opportunity is expected to cover several programmatic areas intended to build local capacity and further enable sustainable health systems to adequately address FP/RH. Within the global scope, core FP/RH resources will be focused on PRH’s priority countries and the seven additional Ouagadougou Partnership countries (Benin, Burkina Faso, Côte d’Ivoire, Guinea, Mauritania, Niger, Togo).
Availability of position is contingent upon funding and approval of key personnel by USAID.
Position Summary:
The Project Director leads the project and is responsible for achieving the project’s vision and strategy, directing the project technical team, and managing critical relationships with national and international partners and other key stakeholders. The Project Director develops and delivers action-oriented portfolio scorecards, metrics, governance, and reporting to support decision making. Provides program and project management services including mentoring, project management best practices, tools, and templates. Acts as a communication conduit for portfolio-related project status, actions, decisions, risks and issues and schedules for strategic initiatives. Partners with Operations Management to resolve issues and ensure cross- functional project process consistency. Possesses the skill to manage people, events and diverse cultures and must be proficient in a specific area of expertise. Builds the skills and capabilities of project staff managing projects within the portfolio.
The position will be based at FHI 360 headquarters in Washington, DC.
Duties and Responsibilities:
- Develop and execute overall project strategy and work plan and achievement of project results at global, regional, and country levels.
- Direct and monitor implementation of activities within the work plan, ensuring that activities are performed to a high professional standard, effectively implemented and fulfill donor and FHI 360’s requirements.
- Maintain relationships with USAID/Washington and USAID overseas country and regional Missions, national and international partners, and other key stakeholders through frequent consultation.
- Directs Program and Project Management Leading Practices, Mentoring and Support initiatives.
- Accountable for hitting organizational approved targets.
- Defines goals, produces best-in-class practices, and leads a team with the purpose of developing integrated experiences that are designed to maintain current relationships and forge new partnerships.
- Fosters innovation and drives adoption of leading practices and provides subject matter expertise to Project Managers, Project Directors, Director, Programs and Functional Managers and/or business partners related to the project management function, process and/or tools.
- Supports business-oriented project management aiding in execution and decision support.
- Actively works with the project, program managers, and other key team members on project and program management techniques and in the creation of appropriate project and program governance.
- Provides capacity planning models and identifies potential resource conflicts across the portfolio.
- Establishes and facilitates the project portfolio change management process.
- Maintains an overall governance and understanding of dependencies associated with resources and projects across the project portfolio.
- Communication conduit for business project status, actions, decisions, risks and issues and schedules for project portfolio.
- Provides project, program and portfolio metrics, and analytics to support business and executive decision making.
- Provides communications to senior management through dashboards and reporting.
- Provides reporting and governance of the portfolio financial health.
- Directs and manages services provider and ensures adherence to the Statement of Work.
- Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
Applied Knowledge & Skills:
- Strong business acumen with the keenness and quickness to understand and deal with a “business situation” (risks and opportunities) that leads to a good outcome designed to improve financial performance and leadership development.
- Comprehensive knowledge of theories, concepts, and practices with project management, process development and execution.
- Knowledge of non-profit funding streams, including government and philanthropic.

Education:
- Master’s Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Fields.
- Health economist preferred
- Project Management (PM) Certification preferred.
Experience:
- Typically requires 10+ years of relevant experience with projects management principles and practices (including 8+ years of corporate strategic leadership, strong business acumen
and/or line management experience).
- Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
- Demonstrated experience in sector specific multi-sector project management and implementation.
- Demonstrated strategic planning, staff development and capacity building experience.
- Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope. ● Experience operating in challenging environments.
Travel Requirements:
- 10% – 25%
