Job Summary:

The Technical Advisor, Civil Society and Peacebuilding, will support thought leadership, technical assistance and innovation across projects. The TA will provide technical support to select projects in relevant areas of expertise, and support innovation at the project design and implementation stages. The TA will work with department directors, project teams, and MEL counterparts to collect and synthesize learning, pilot and refine adaptations or new approaches, and disseminate learning across projects and to external audiences.

Strategic growth in areas of civil society, peacebuilding, the broader democracy/human rights/governance (DRG) sector and other relevant sectors: Working with headquarters technical teams and regional and country offices, the TA will define new business strategy in the DRG sector, as well as cross-cutting areas, such as youth, gender equality and social inclusion (GESI), capacity development, social accountability, and integrated governance — using corporate capabilities, competitive strengths, specific market opportunities, and innovation as a guide. 

Technical contributions, lead writing, leadership and review of high-priority proposals and applications: The TA will lead proposal teams in the research and development of DRG programs.

The individual will develop and write key sections of proposals with an eye towards compelling content, locally driven context, and clearly articulated results. The TA will also work with FHI 360 staff (including but not limited to technical experts; proposal managers; monitoring, evaluation, and learning (MEL) leads; and gender and social inclusion professionals) to develop compelling content for proposals and applications. The TA will serve as a leader in facilitating key proposal development processes, including capture plan preparation and implementation, design meetings, color team reviews, and after-action reviews. The TA will also review other high-priority proposals and applications produced by CSPB and other departments within FHI 360.

Job Responsibilities:

This position will provide technical guidance to projects across the department and organization in areas of their expertise, potentially including civil society strengthening, capacity building, peacebuilding, social accountability, conflict prevention, and countering disinformation.

The position also supports Business Development (BD) efforts across CSPB practice areas. The TA leads identification, desk and field research, program design, and proposal development leadership and writing for high-profile opportunities in Africa, the Middle East, Eastern Europe, Asia, and Latin America and the Caribbean. For some specific opportunities, the individual also oversees co-creation efforts with donors and partners and regularly coordinates with FHI 360 regional and field offices.    

The Technical Advisor (TA) leads priority growth opportunities for the Civil Society and Peacebuilding (CSPB) Department at FHI 360. CSPB helps citizens mobilize to influence policy, improve lives, and build peace. Our experts strengthen the capacity of local individuals, organizations, and institutions to:

  • Promote peaceful solutions to conflict
  • Advocate for social justice, democratic reforms, human rights, and better policies
  • Improve local government responsiveness to citizens’ needs
  • Solve community problems and improve service delivery
  • Engage youth in leadership and democracy
  • Foster social dialogue and tolerance through the production of online, radio, television, and social media content
  • Ensures appropriate and timely technical support to field programs.
  • Ensures quality and timeliness of department BD efforts, including capture, program design, proposal writing, and reviews.
  • Ensures the quality of implemented BD and technical activities and systems at all levels.
  • Conducts routine coordination with employees and consultants, on-site and in the field.
  • Strong knowledge and skills related to business development, civil society and peacebuilding and general understanding of concepts and principles of related technical areas/functions, including design thinking and program design. 
  • Ability to manage own work to job and performance standards.

Applied Knowledge & Skills:

  • Ensures appropriate and timely technical support for field projects.
  • Ensures the quality of implemented technical activities and systems at all levels.
  • Conducts routine coordination with employees and consultants, on-site and in the field.
  • Strong knowledge and skills in a specific technical area/function and general understanding of concepts and principles of related technical areas/functions.
  • Solid knowledge of standards for the technical area/field, operational processes and procedures, work, and task flow.
  • Has the ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Proficient writing and verbal communication skills.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Ability to manage their own work to job and performance standards.
  • Must be able to read, write and speak fluent English fluent in host country language.

Experience:

  • Bachelor’s degree in International Relations, Journalism, Political Science, or related field; Master’s preferred
  • At least 8 years of relevant prior experience, with at least 3 years of management-level experience in program design and business development
  • At least 5 years of experience in relevant technical areas, including the DRG sector, civil society strengthening, citizen mobilization and advocacy, and conflict mitigation; experience countering disinformation highly preferred
  • Demonstrated experience leading proposals that have won new business from USG clients, including USAID and the Department of State
  • Knowledge of key design frameworks and methodologies, including design thinking, co-creation practices, and quantitative and qualitative research
  • Fluency in a foreign language, such as French, Arabic, Russian, and/or Spanish, is preferred
  • Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
  • Project Management (PM) Certification preferred.

Travel Requirements:

  • 10% – 25%
