Position Overview:

FHI 360 designs and implements academic, professional, cultural, and youth exchange programs for students and emerging leaders around the world. We are seeking a Program Officer 2 to help manage and execute administrative and operational duties related to the English Access Microscholarship Program (“Access”), a global program that promotes and supports English language acquisition.

Essential Job Functions:

  • Serve as primary contact and liaison with U.S. Embassy personnel and State Department Regional Program Officers implementing and overseeing the administration of the Access Program in one of the six global State Department regions.
  • Establish strong working relationships and maintain consistent communication with State Department colleagues both in DC and in the field.
  • Provide support for core project operations such as setting up and closing out multiple agreements, initiating and tracking disbursements, and processing and reviewing program reports.
  • Ensure timely and consistent implementation of program operations at each step of agreement set-up to close out and provides State Department colleagues with technical input.
  • Backstop other regional portfolios as needed.
  • Develop and execute strategy and procedures for managing and ensuring integrity of project data; work with project team to guide and effectuate implementation of the custom database designed to support overall project administration.
  • Create and maintain project materials, including but not limited to internal standardized operating procedures and templates for standard forms and communication.
  • Work with the Program Manager to develop materials and guides for training purposes and deliver trainings as requested.
  • Lead and facilitate training on program policies and procedures for State Department colleagues both in DC, in the field, and to overseas educational providers as requested.
  • Train, support, and mentor Program Officer 1 team members on program systems, policies, and procedures.
  • Contribute to writing and editing of annual program proposal.
  • Perform other duties, as assigned.


Minimum Requirements:

  • Bachelor’s degree required; a minimum of 5 years of work experience in a NGO, government agency or private organization
  • Strong oral and written communication skills; demonstrated professionalism in written correspondence.
  • Proven organizational skills and ability to manage multiple tasks with a high degree of accuracy; ability to take initiative, meet deadlines, and be flexible.
  • Demonstrated ability to think analytically and problem solve.
  • Proven ability to build productive working relationships internally and externally.
  • Demonstrated experience developing collaborative relationships with clients and key project personnel.
  • Competency using software such as One Note, Sharepoint, Excel, and CRM databases.
  • Understanding of federal government regulations (2 CFR 200) preferred.
  • Budget and/or some financial management experience preferred.
