Job Description

UNCDF promotes financial inclusion, also through digital financial services (DFS), as a key enabler of poverty reduction and inclusive growth; and it demonstrates how localizing finance outside the capital cities can accelerate growth in local economies, promote sustainable and climate-resilient infrastructure development, and empower local communities. Using capital grants, loans and credit enhancements, UNCDF tests financial models in inclusive finance and local development finance; ‘de-risks’ the local investment space; and provides proofs of concept, paving the way for larger and more risk-averse investors.

Hosted by UNCDF, the Centre for Financial Health is set-up as an umbrella platform towards convening a global coalition and thought leadership. The Centre for Financial Health acts as a convener, providing a platform to bring together global, regional and local actors committed to using financial and digital solutions to improve the financial lives of low-income families—helping them climb – and stay – out of poverty. The Centre creates space for thought leadership where best financial health (FH) practices and models are exchanged and lead to concrete action with governments and the private sector.

The Centre is implementing programmes in different countries called Living Labs which support players with a combination of high quality financial, advisory and networking support to design, test and scale financial health solutions. The aim of the programmes is to improve the financial health of five million people over the next four years. In China with partnership with Metlife Foundation through i3 programme, the focus is to drive financial health of few key segments, like elders, smallholder farmers, women, etc. In Malaysia, again with MetLife Foundation the focus is to drive financial health of few key segments like gig workers, B40 group, etc. The programme has current partnerships with private sector to achieve the results of achieving the financial health outcomes with these segment groups. A strong focus of these partnerships is to build evidence to demonstrate how the focus on financial health with use of data, behavioural science and design thinking can improve the business goals and also the outcome for customers while delivering required impact.The Financial Health Programme Officer shall work under the direct supervision of the Financial Health Programme Specialist. 

Duties and Responsibilities

  1. Support the programme/project efforts in country as a technical expert on the subject working with local teams and at times also overseeing the project management as required. Facilitates the flow of information and knowledge between key stakeholders (local, regional and international) and assists in organizing local stakeholder engagements as per programme needs. Stakeholders are informed on current trends, market conditions, and special topics as needed.
  2. For all projects as assigned and under the direction of the FH Programme Specialist, ensure the delivery of project milestones for partners and customer outcomes on FH.
  3. Work with the Programme Specialist to take stock of and monitor progress of projects and initiatives to ensure projects are running on time and smoothly, problems are identified early and remedial steps proposed.
  4. Provide programme and corporate support including fulfilling reporting requirements and assist with preparing suitable documentation to ensure that all portfolio related work is documented and ready for sharing with development partners.
  5. Support the Programme Specialist in ensuring all project documents, contracts are in line with the standard processes of the FH portfolio and UNCDF.

Stakeholders are informed on current trends, market conditions, and special topics as needed.

  • Identify priorities with UNCDF partners allocated for project management and assist with technical support on the subject or draw in other experts from the team as needed to fill-in for specific role.
  • Execute studies with the support of the research and insights team, and project teams, monitor data collection and ensure data quality.
  • Assist the human-centric design team in prototyping interventions and testing their effectiveness.
  • Set process and outcome indicators for projects and track their progress through project cycles.
  • Contribute to project, programme and donor reporting including narrative reports.
  • Make sound contributions to knowledge networks and communities of practice on behalf of FH through identification and dissemination of best practices and lessons learned.
  • In concert with FH’s Research and Insights Team ensure FH work is communicated and publicized appropriately and highlights linkages to the wider UN family.
  • Contributes to technical content to all FH research activities and outputs, with a focus on in-country (or multi-country efforts).
  • Provides technical input and editing to knowledge products, contributing to blogs, focus notes, the website and social media.

For all projects as assigned and under the direction of the FH Programme Specialist, ensure the delivery of project milestones for partners and customer outcomes on Financial Health.

  • For technical assistance, provide technical review of project descriptions, terms of reference and agreements with partners.
  • For financial assistance, conduct short assessments and full appraisals of proposed partners, including on-site appraisals for large projects as needed.
  • Draft technical evaluations and endorsements of partners.
  • Recommend performance targets.
  • Review outputs with partners, providing feedback, edits and suggestions for improvements.
  • Work on development of or provide technical assistance related to current and potential partners, including business plans, pilot plans, etc.
  • Assist the FH team in the revision of the lessons learned and updating policies, procedures, planning and reporting tools.
  • Ensure that the workplans and project logs are proactively updated and completed for the purpose of portfolio reporting and project planning.

Take stock of and monitor progress of projects and initiatives to ensure that projects are running on time and smoothly, problems are identified early and remedial steps proposed.

  • With the Programme Specialist, manage a reporting schedule for partners and monitor the receipt and quality of reports. Provide analysis and feedback to partners. 
  • Undertake regular contact with partners to monitor the implementation of projects supported by UNCDF. Assist partners in fulfilling reporting requirements. Monitoring shall be made against quantifiable benchmarks and efficiency indicators agreed in the agreement – including the validation of progress reports.
  • Based on the findings of the monitoring visits, prepare regular progress reports for the purpose of reporting to the Steering Committee of the programme or others as required.

Provide programme and corporate support including fulfilling reporting requirements and assist with preparing suitable documentation to ensure that all portfolio related work is documented and ready for sharing with development partners.

  • With Programme Specialist, assist the incountry teams to develop FH’s country annual work plan and budget.
  • With Programme Specialist, leads annual programme strategic review effort, soliciting input from FH team, partners, consultants and funders.
  • Assist with the management of Expression of Interest (EOI) / Request for Application (RFA) submissionss to draw in new partnerships.
  • Support with managing the SharePoint structure along with project management of tools like Asana for smooth functioning of the system.
  • Supports annual and cumulative UNCDF results analyses and substantive inputs in work plan.
  • Assists in implementation of mid-term and final evaluations of the programme.

Required Skills and Experience Education:   

  • Master’s degree in development, economics, business administration, international relations or a related field.

Experience:

  • Minimum 2 years of experience in space of financial services, technology or related domain.
  • Ability to navigate and work effectively within diverse organizational cultures, including large multilaterals, government agencies, and private sector companies from different industries
  • Passionate about development problems
  • Fast learner and self-driven
  • Excellent communication skills and a team player
  • Successful professional experience in financial inclusion or digital finance space will be a plus.
  • Subject matter knowledge in space of financial inclusion, banking, etc. will be a plus.
  • Subject matter knowledge in space of digital product design will be a plus.
  • Experience in designing or executing qualitative research will be a plus

Language:   

  • Good command of English language skills
