NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.

We are recruiting to fill the position below:

Background

  • The Norwegian Refugee Council has been working in north-eastern Nigeria since June 2015, and began working in Plateau state in 2021,implementing Livelihoods and Food Security, Shelter, WASH, Information Counselling and Legal Assistance (ICLA) and Education activities to benefit internally displaced, returnee and host communities.
  • NRC’s Education Core Competency is currently implementing projects focused on support to formal education and nonformal literacy, numeracy and vocational classes including teacher training, construction of temporary learning spaces, community mobilization and training for school-based management councils with funding from ECHO, the Norwegian Ministry of Foreign Affairs, Education Cannot Wait and UNICEF.

Role and Responsibilities
The purpose of the Education Project Manager position is to ensure effective implementation of NRC’s education portfolio at area level, and the Project Manager will be responsible for the following tasks:

  • Adhering to NRC policies, guidance and procedures.
  • Coordinating and managing education project implementation including development of budgets and spending plans, workplans, reports and other project documentation.
  • Preparing regular progress reports on activities, spending, procurement and staffing for Area Manager, Education Specialist, donors and NRC’s Regional Office.
  • Managing and monitoring project budget.
  • Coordinating and consulting program activities and needs with Protection, Monitoring and Evaluation, Grants, Compliance, Finance, Logistics and Human Resources Departments.
  • Developing and maintaining monitoring and evaluation tools and systems to ensure project implementation quality and coherence with project design, donor requirements and NRC policies and requirements.
  • Conduct regular field visits to all location in order to ensure that projects are implemented in a timely manner and adapted to local needs.
  • Contributing to the development of country, area and education strategies and participating in the development of education proposals.
  • Recruiting and line managing education staff and providing them with technical and administrative support.
  • Carrying out training needs assessment and systematically building the capacity of education staff at area level to ensure quality implementation.
  • Applying protection and prevention mechanisms in all project activities and interactions to ensure the safety and wellbeing of staff and beneficiaries.
  • Representing NRC in meetings and sector forums and coordinate with state authorities, education actors and other key stakeholders
  • Supporting the Education Specialist on development of proposals, concept notes and contextualization of activities and materials.

Critical Interfaces
The Education Project Manager will interact with the following:

  • Project planning and implementation: Area Managers, Education Specialist, Field Office Coordinators, Support Coordinators.
  • Area operations: Area Managers and Field Office Coordinators.
  • Staff capacity building: Area Managers and Education Specialist.
  • Sector coordination and representation: Education in Emergencies Working Group, Borno State education authorities, beneficiary communities.
  • Internal coordination: Monitoring and Evaluation, Protection, Compliance, Finance, Logistic, Grants, Communication and Human Resources.

Scale and Scope of the Position

  • Staff: Direct line management of Project Officers, indirect management of Project Assistants and associated incentive staff.
  • Stakeholders: Key external stakeholders include UNICEF, local MoE and SUBEB officials, partner INGOs and local NGOs, civil society, governmental bodies, community leaders, headmasters and teachers, SBMCs
  • Budgets: Area level responsibility for education project budgets.
  • Information: GORS data reporting, reports, project proposals, intranet, proposal budgets
  • Legal or compliance: Donor guidelines relating to Education projects, NRC Terms of Employment, NRC Security policy, NRC Code of Conduct, NRC Policies, NRC security standard Operating Procedures, vendor requirements

Competencies
Professional competencies

  • A minimum of 3 years of experience in a senior level project implementation position in a humanitarian, development or recovery context.
  • Experience working in complex and volatile contexts.
  • Technical education expertise in non-formal education, youth programming.
  • Development of reports, work plans, budgets, spending plans and other project planning tools.
  • Experience managing staff, including remote management.
  • Experience coordinating with government and sector stakeholders.
  • Fluency in English, and excellent reporting writing skills.
  • Candidates with university or advanced degree preferred; significant experience in the field of Education, PSS or Child Protection will be considered in lieu
  • Experience interacting with education stakeholders at community, school, LGA and state level.

Context specific skills, knowledge and experience:

  • Knowledge of the humanitarian situation and implementation challenges in Northeast Nigeria.
  • Fluency in Hausa with additional local languages preferred.
  • Experience in managing projects in insecure hard-to-reach areas.
