Project Overview and Role: Global Prosperity Fund’s ‘Skills for Prosperity’ is a 2-year FCDO funded programme, which seeks to improve the cost-effectiveness, access, quality, relevance and equity of skills through innovative approaches in 9 Middle-Income Countries around the world, including Nigeria. In Nigeria, the Skills for Prosperity (S4P) country programme will work in three targeted states to:

  • Improve access to quality Higher Education and TVET for youth and young women, with a focus on improving access to and the quality of apprenticeships, and supporting training institutions to deliver demand-driven, competency-based training,
  • Strengthen education-to-employment linkages, and
  • Build the capacity of training institutions to improve outcomes for vulnerable women and people with disabilities.

Apprenticeships, training, and capacity building interventions will focus on identified high growth sectors of the economy (Agriculture/Agribusiness/agro-allied industries; Creative and Entertainment, and Information and Communications Technology sectors).

S4P aims to directly benefit youth, vulnerable women and People with Disabilities (PwD) in targeted states of Kaduna in the north, and Lagos in the south.

Primary Duties and Responsibilities: 

S4P requires a GESI/Safeguarding Lead with a relevant track record, and interest or experience in the private sector and skills training. The GESI/Safeguarding Lead should have the drive to tackle new and complex challenges and work with us to learn, adapt and deliver sustainable benefits for Nigeria.

Reporting
The GESI/SG Lead will report directly to S4P Nigeria’s Team Leader

Responsibilities

  • Build the capacity of training institutions to improve outcomes for vulnerable women and people with disabilities. Apprenticeships, training, and capacity building interventions will focus on identified high growth sectors of the economy (Agriculture/Agribusiness/agro-allied industries; Creative and Entertainment, and Information and Communications Technology sectors). S4P aims to directly benefit youth, vulnerable women, and People with Disabilities (PwD) in targeted states of Kaduna in the north, and Lagos in the south. The GESI and Safeguarding Specialist will be expected to deliver the following:
  • Drive effective GESI integration into the programme to deliver positive TVET results for marginalised groups, improving TVET curricula and training materials, and overseeing the implementation of pilot and scaled TVET interventions.
  • Responsible for implementing S4P-N’s Safeguarding Strategy that sets out the approach required to ensure safe and effective service delivery to programme beneficiaries.
  • Support delivery by working closely with the Skills and PSD Leads to ensure the Access and Quality outputs are socially and gender inclusive.
  • Oversee and facilitate capacity building and support to the S4P-N team and partners to increase skills and knowledge on GESI and Safeguarding.
  • Foster linkages between women/PwD NATS learners and private sector by aligning platform for social dialogue to build GESI-dedicated/targeted skills match platform.
  • Support engagement with the private sector that includes recruiting women and PwDs in business as mentors for female/PwD NATS learners.
  • Support S4P-N partners to develop basic safeguarding systems skills. Also sensitise beneficiaries on SEAH and how to report incidents.
  • Provide technical assistance and provide quality assurance of partners implementation of safeguarding strategies.
  • Create and oversee marketing collaterals, awareness campaigns, roadshows etc. for knowledge dissemination about improving GESI in TVET and skills interventions.
  • Coordinate and ensure effective reporting and communications for all GESI and safeguarding interventions.
  • Support MREL lead to generate evidence around beneficiaries (disaggregated by GSI targets) accessing traineeship and apprenticeship positions with small, medium, or large enterprises.
    Any other task assigned by the Team lead.

Required Qualifications 

  • Deep understanding of the Gender, social inclusion and equality including safeguarding landscape in Nigeria, and in particular in the two target states – Kaduna and Lagos.
  • Knowledge of and existing relationships with key public sector/government actors in Nigeria, including within the state machinery of the two target states.
  • Demonstrable experience providing strategic input to GESI/SF reports, as well as advising and providing guidance to others to enable them to enrich their own GESI/SF inputs.
  • Well networked with key actors from Nigeria’s private sector
  • Expertise and demonstrable experience delivering effective training to programme teams, to improve their capacity to think and work inclusively, and build GESI/SF approaches into their everyday ways of working.
  • Outstanding oral communication and workshop facilitation skills
