Job Description

The DREAMS Project is being implemented by the Department of Energy (DOE). The Implementing Unit at DOE is the Renewable Energy Management Bureau (REMB). The REMB Director is the DREAMS National Project Director. 

The PMU works closely in terms of project development and evaluation with the specialists/engineers of the Biomass Energy Management Division, Geothermal Management Division, Hydro and Ocean Management Division, Solar and Wind Energy Management Division and Technical Services Management Division.

The Division Chief of the TSMD is the Assistant National Project Director that helps the NPD to oversee the day to-day activities of the PMU and ensures that smooth coordination with the other Divisions. 

A Project Support Group (PSG) composed of technical staff/specialist from the other Bureaus and divisions of DOE has been formed to provide technical advice in the implementation of the activities including monitoring and evaluation.

A Project Steering Committee (PSC) has been established to serve as a policy and decision-making body for the project implementation. 

Duties and Responsibilities:

The RA will be supervised by the Project Manager under the general guidance of the National Project Director (NPD).

This is a full-time contract. The RA will report daily at the Office of the DREAMS ProjectManagement Unit during the work week subject to the work schedule guidelines and health work protocols of the DOE and the UNDP.

An office laptop will be made available (but will not be owned by the MEO). Communication allowance, but excluding devices, will likewise be provided. 

Required activities (scope, location, subjects, etc.) and other information on the nature of the work.1. 

Primary Activities: Primary and secondary data gathering on the status of policies that were enacted  under the RE Law and those defined on the NREP 2020-2040.                                                         

Indicative Output: Aids to policies and legislation in the form of technical papers, case studies, draft memorandum circulars, and policy recommendations.   

 Indicative weight:  70% 2. 

Primary Activities: Facilitation, participation, organizing of industry meetings, technical working groups and other expert.                                                       

 Indicative Output: Activity proposals with detailed agenda, presentation reports, and minutes of meetings and monitoring reports on actions taken.   

 Indicative weight:  20% 3. 

Primary Activities: Inter-office coordination at the Renewable Energy Management Bureau.   

Indicative Output: Inter-unit memorandum, activity status reports.    

Indicative weight:  10%

Required Skills and Experience Education:

  • Graduate of any of the following disciplines: Political Science, Public Administration, Economics.

Experience:

  • Two (2) years of research experience.
  • Prior relevant experience working with government agencies.
  • Prior relevant experience working with public or private organizations in the energy sector.
  • Advance familiarity with use of presentation software (PowerPoint, keynote, adobe, precis etc.).
  • Graduate of Bachelor of Laws or Juris Doctor graduates will be an advantage (pre-bar).

Language Requirement:

  • English and Filipino
