Job Title: Sexual Reproductive Health & Rights (SRHR) Program Manager

Location: Maiduguri, Borno
Employment Type: Full-time

Job Summary

  • CARE is implementing large number of health programs, with a focus on sexual reproductive health and rights to address multiple challenges faced by women and young girls, such as sexual gender-based violence, child marriage, and teenage pregnancy, among others. To deliver such a program, CARE works in close partnership with several stakeholders, local concerned ministries, local partners and other peer agencies.
  • The humanitarian needs are huge in all sectors and the gaps in the areas of food security, nutrition, Sexual Reproductive Health & Rights (SRHR) and protection are among the most acute. In Borno, about 1.4M IDPs are living in the metropolitan area of Maiduguri, many of whom have not received humanitarian assistance despite the presence of large number of INGOs.
  • Due to the acute need for SRHR in Maiduguri and surrounding areas, the SRHR Manager will set up SRHR-related programming and operations, as well as to serve as CARE’s representative for all SRHR-related activities within the UN system, the Ministry of Health and with other partners.
  • The purpose of the position is to provide technical leadership and ensure CARE’s programmatic expertise in SRHR (and particularly in crisis-affected settings) is translated to the Northern Nigeria context and that initial set-up of SRHR programming includes quality technical and operational foundations. The SRHR Manager is expected to facilitate development of quality, gender-sensitive, accountable, and impact-focus SRHR interventions in Nigeria. This includes provision of technical advice, capacity building of CARE staff and partners, as well as influencing policy and practice through analysis and advocacy with various stakeholders. The position will be based in Maiduguri and report directly to the Head of Humanitarian and DRR.

Job Responsibilities
Program and Strategies Develop Support:

  • Lead the CO program teams in developing strategies and technical approaches to guide CARE’s programming and practices in areas of SRHR sector. Ensure that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders.
  • Support preparation and development of concept notes/proposals and lead in technical discussion with relevant stakeholders in the area of SRHR, including donors, peer agencies and sectors leads. Ensure the proposed activities/interventions of SRHR align with the best practices in the SRHR sector.
  • Coordinate CARE Nigeria’s SRHR activities across a wide range of actors, including local partner organizations, donors, INGOs and UN/Cluster agencies to ensure consistency and avoid duplication of programming.
  • Provide technical support to partners and humanitarian team members in relation to SRHR components of the emergency response and lead the Country Office team to plan and deliver a coherent, strategic and effective SRHR program, using a results-based approach and promote innovation;
  • Lead the process of developing targeted approach, through the development, roll out and implementation of a targeting strategy.
  • Provide close monitoring of partner organizations’ SRHR related activities, providing technical support and guidance where necessary.
  • In the event of further displacement or return in CARE NE Nigeria areas of operation, work with partner organizations to conduct rapid need assessments of SRHR situation and make recommendations to the CARE Nigeria on how best to respond to those needs programmatically.
  • Display technical and organizational leadership in sectoral activity commensurate with the role as a primary resource person for SRHR on the CARE Nigeria team.

Formation Gathering, Assessments, Analysis and Monitoring:

  • Set key priorities, establish key internal and external contacts to understand local sexual reproductive health issues.
  • Lead assessments, information collection, analysis and use of sex- and age-disaggregated data for project design, implementation and evaluation in order to be more effective in meeting the affected populations’ needs in areas of sexual reproductive health and rights.
  • Streamline needs assessment and analysis tools/processes, including templates, team composition and methodologies and ensure that they are gender and protection sensitive.
  • Conduct assessment of SRHR needs of different target groups with focus on most vulnerable groups including women and girls and have detailed information that contribute to the program and strategy development.
  • Monitor the SRHR needs and provide clear periodic analysis on the impact and the implications for CARE Nigeria programming.
  • Ensure program quality throughout the program cycle by providing technical support to teams and ensure proper reporting and accountability to beneficiaries and donors.
  • Facilitate integration of SRHR interventions with other sectoral and cross-cutting teams under the resilience/risk reduction framework.

Monitoring, Evaluation, Accountability, and Reporting:

  • Provide technical guidance to CARE staff and partners on how to monitor and evaluate SRHR/GBV programs, drawing from international best practices.
  • Provide technical support on developing new MEAL tools to be used by the team to ensure that relevant information is being collected to inform strategy and implementation, and to ensure accountability and learning.
  • Provide technical support in developing and implementing a multi-sectoral and coordinated GBV prevention and response guidelines, especially in the areas of referral and reporting mechanism, information sharing and monitoring/evaluation.
  • Guide field staff in effective monitoring on project outcomes/impacts and render advice for fine-tuning plans where required.
  • Guide the plan and implementation of relevant work plans and conduct regular technical monitoring visits to the field sites to ensure quality delivery of the program.
  • Analyze and report on program and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems.
  • Guide on technical standards in design and in operation reports (internal/ for donors).
  • Guide the team in planning and analysis in the baseline, mid-term review and final evaluations.
  • Ensure project learning is captured, consolidated and disseminated.

Partnership and Capacity-building:

  • Establish collaborative partnership on sexual reproductive health and rights and Gender/GBV program with UN sister agencies, especially UN women, UNFPA and UNICEF and other peer agencies, facilitate agency division of labor and foster joint activities;
  • Maintain trust-worthy relationship with stakeholders including donor community in Nigeria and develop and share briefing note, fact sheets, etc. on sexual reproductive health and rights and GBV;
  • Represent CARE Nigeria in various national and subnational fora and coordination working groups on sexual reproductive health and rights and GBV.
  • Act as the lead resource person on sexual reproductive rights for the Country Program; regularly scan the environment and prepare policy briefs on key sexual reproductive rights and GBV issues;
  • Conduct capacity gap assessment and identify learning and training opportunities for CARE staff and partners and work as a mentor and role model for less experienced staff.
  • Provide emergency response related training modules and capacity building (where necessary) directly to staff and partners in SRHR topics.

Coordination, Representation, Advocacy and Learning:

  • Work in close collaboration with the stakeholders to strengthen and facilitate inter-agency, multi-sectoral GBV prevention and response interventions at national, provincial and district levels;
  • Ensure that CARE work is coordinated with efforts of other agencies and Government, and take a leadership role within Inter-agency Coordination forums, ensuring the specific needs of women and girls are being addressed. This may involve taking the lead in coordination working groups.
  • Take steps to document lessons learned for wider dissemination.
  • In collaboration with senior program staff, assist in advocacy activities that target decision-makers at all levels.
  • In collaboration with the SRHR team and stakeholders, feed in learning, experiences and evidence to relevant global advocacy objectives.
  • Contribute to knowledge building and sharing good practices within Nigeria, Headquarters and other offices, and globally.

Resource Mobilization:

  • Contribute to CARE’s resource mobilization efforts.

Qualification, Technical Skills and Experience

  • Advanced university degree in public health, social sciences, gender and development studies or related field.
  • Prior INGO experience.
  • 5-7 years supporting health interventions in crisis-affected settings with a physical presence in insecure environments, with at least one year of support to an acute humanitarian crisis, especially large multi-sectoral projects, designing and appraising proposals and actively liaising with relevant and potential project partners.
  • Experience in coordinating and engaging with multiple stakeholders.
  • Knowledge of gender issues in development, particularly GBV, including relevant international human rights standards.
  • Knowledge of human rights, especially sexual reproductive rights and ability to apply human rights-based approach in programming
  • Fluency in English with professional-level writing capacity
  • Prior experience in INGOs working environment/system will be a strong asset.
  • Fluency in English (local language skills an asset).
  • Excellent written, oral communication skills.
  • Excellent computer skills (Microsoft Office).
  • Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in programme monitoring, data collection and evaluation.
  • Skills in technical proposal writing, designing and implementing food security programmes.
