Job Title: Consultant

1. BACKGROUND TO THE ASSIGNMENT:

International Medical Corps is a leading organization in mental health and psychosocial support (MHPSS) and gender-based violence (GBV) prevention and response programming in humanitarian settings, with focused programs in both sectors across multiple contexts. Through programs and global coordination efforts, IMC contributes to the development of best practices and global standards for the MHPSS and GBV sectors.

The USAID Bureau for Humanitarian Assistance-funded global project, Providing MHPSS Services to GBV Survivors in Humanitarian Settings: Consensus-based Guidance and Improved Practice is led by George Washington University’s Global Women’s Institute (GWI), with International Medical Corps and Trócaire as partners.

2. PURPOSE OF THE ASSIGNMENT:

The Consultant will serve as IMC’s global lead for the technical work related to a global project, establishing greater consensus between the sectors for survivor-centered support services. The Consultant will devote their time to the global GBV, MHPSS project, including global-level coordination and support to the Ethiopia country pilot. The Consultant will work closely with the Senior Global GBV Advisor and Senior Global MHPSS Advisor and is expected to travel to Ethiopia and other locations.

3. SCOPE OF THE ASSIGNMENT:

The Consultant assignment will be as following: Most relevant tasks are ongoing. The following areas of work are exemplary and additional activities may arise.

Technical support for GWI-led consortium GBV, MHPSS consensus project:

  •  Serve as the technical lead for the project, working in tandem with the TU GBV and MHPSS advisory teams as well as the Ethiopia GBV and MHPSS teams, and in  collaboration with project partners (GWI and Trócaire)
  •  Provide ongoing technical support to the Ethiopia teams on all aspects of their responsibilities for the global project, including the development and oversight of a detailed work plan and budget, support for all related activity implementation, monitoring, and reporting
  •  Take the lead, in collaboration with project colleagues, on the development of technical tools and resources for MHPSS service provision best practices for GBV survivors
  •  Develop and deliver technical trainings for field staff, volunteers, and partner organizations
  •  Provide regular technical inputs and review of internal, project team, and donor reports
  •  Conduct field visits to provide in-person technical support, guidance, and recommendations for optimal project implementation and related monitoring of project developments, challenges, and improvements needed
  •  Contribute to  knowledge management through the production and dissemination of case studies, promising practices, and lessons-learned documents.
  •  Maintain abreast of developments in the field, including new research and new standards and guidance

Other Responsibilities

  •  Participate in the GWI-led consortium GBV, MHPSS consensus project with internal and external audiences
  •  Participate in interagency forums, including international travel where relevant
  •  Contribute to maintenance of good working relations within and between International Medical Corps’ departments and offices
  •  Exemplify core principles of GBV and MHPSS programming, including respect, non-discrimination, responsible use of power, nonviolence, and promotion of gender equality
  •  Remain flexible in adopting additional responsibilities based on organizational and programming needs, in coordination with the Senior GBV and MHPSS Advisors and other members of the GBV and MHPSS Technical Advisory teams

4. DELIVERABLES DESCRIPTION:

Most relevant tasks are ongoing. Consultant is expected to be available daily during weekdays and provide support and services deliverables for an average of 16-17 days per month.

  •  Maintain regular communication with Ethiopia GBV and MHPSS teams and project consortium team members
  •  Support development of scenario-based learning tools
  •  Support development of practitioner-focused discussion guides eX4hWgb B5trZ2
  •  Support development of practitioner-focused professional development sessions
  •  Support development of additional technical guidance and learning materials for GBV, MHPSS practitioners, based on needs and in consultation with the project team and advisory board
  •  Document learning and recommendations​ ​for ​​establishing ​​dialogue spaces between MHPSS and GBV service providers in humanitarian ​​​​settings​​. ​​​​
  • ​​ Contribute to project reports and representation materials
  •  Participate in the project to the advisory board and external partners

DUE DATE(S)

  •  Responsibilities ongoing, with invoices due on the 1st of each month.

4.1. IMPLEMENTATION OF THE ASSIGNMENT DELIVERABLES

The Consultant will participate in advisory board, consortium, and IMC team meetings; maintain regular contact with Ethiopia MHPSS and GBV teams; provide remote and in-person technical support.

5. FUTURE PHASES (IF ANY)

The consultancy will support ten months of a global two-year project through an average of 16-17 days of work each month. International Medical Corps anticipates needs for additional support from a Senior Specialist in the second year of the project, possibly with a higher LoE.

6. TRANSFER OF SKILLS (IF ANY)

The consultant will provide remote and in country support to MHPSS and GBV team members in Ethiopia and will contribute to development of learning materials for a broad community of MHPSS and GBV practitioners.

Graduate degree in mental health (e.g., psychology, clinical social work, psychiatry)

Experience

(Identify specific experiences that are necessary for this position. For example, experience using certain systems / method or experience in a certain sector)

  •  Five years’ relevant experience, including experience with GBV and MHPSS programming and service delivery
  •  Experience with programming in humanitarian settings
  •  Experience with oversight of case management services for survivors of GBV and with MHPSS needs
  •  Familiarity with global GBViE and IASC MHPSS standards and guidance
  •  Demonstrated commitment to core values of GBV and MHPSS programming
  •  Demonstrated skill in conducting analysis and evaluation of technical aspects of proposals and programs.
  •  Experience with humanitarian architecture and knowledge of mandates/roles of donors, UN agencies, and other NGOs
  •  Professional practice experience in clinical mental health, including with GBV survivors
  •  Experience with IMC MHPSS and/or GBV programs and approaches

  •  Strong written and oral  communications skills including ability to write technical documents and give presentations for colleagues in and outside of IMC
  •  Demonstrated flexibility and openness in responding to changing work priorities and environments.
  •  Strong interpersonal skills and experience working effectively independently and as a member of a team.
  •  Interest in international travel, including to remote and volatile locations, with expected 15% travel.
