Job Title: Local Consultant – Civil Engineering Support Services

Job Summary

  • Northwest Nigeria faces a multifaceted crisis stemming from banditry, farmer-herder conflicts, displacement, climate change, and economic marginalisation, among other challenges. In response, the Conflict Prevention Crisis Response and Resilience (CPCRR) Program is being implemented by the International Organisation for Migration (IOM), Mercy Corps (MC), and the
  • Centre for Democracy and Development (CDD) in 8 local government areas of Katsina State (Jibia, Kankara, Batsari, DanMusa, Faskari, Sabuwa, Safana, Dandume) and 2 local governments of Zamfara State (Gusau and Bungudu).
  • The CPCRR Program aims to address the crisis by enhancing community resilience through conflict mitigation, livelihood support, governance strengthening, climate adaptation and addressing critical gaps in communication between communities and the government.
  • A key component of the CPCRR program is Quick Impact Projects (QIPs), which usually involve construction and renovation works targeting community-identified priorities at the local level.

Objective

  • The Engineer will be responsible for contributing to the effective planning, design, supervision, and monitoring of infrastructure projects.
  • This includes ensuring technical excellence, adherence to national regulations, and compliance with donor standards.
  • The Engineer will also be tasked with preparing comprehensive progress reports and ensuring that project implementation is responsive to and aligned with the needs and priorities of the target communities.

Responsibilities and Deliverables
The consultant is expected to conduct the following tasks and produce a comprehensive evaluation report, including the following:

  • Participate in field visits to assess infrastructure needs and collect relevant data and information.
  • Support and contribute to the preparation of technical assessment reports, including detailed findings and recommendations.
  • Assist in the development of conceptual and detailed designs for construction and rehabilitation projects.
  • Assist during community validation meetings
  • Draft layout drawings using AutoCAD or other appropriate software tools.
  • Support in the development of final design drawings after community/stakeholder inputs
  • Support in preparing and reviewing Bills of Quantities (BOQs), material specifications, and technical descriptions in line with organisational and donor standards.
  • Ensure all documents adhere to national construction codes and standards.
  • Monitor the day-to-day progress of construction and rehabilitation activities at project sites.
  • Ensure that construction works are carried out in accordance with the approved designs, specifications, timelines, and quality standards.
  • Assist in the implementation of quality control procedures and prepare site inspection checklists.
  • Regularly update the Infrastructure Engineer with progress reports, challenges, and proposed solutions.
  • Work closely with contractors, consultants, and community stakeholders to ensure the smooth execution of infrastructure projects.
  • Attend regular site meetings and provide technical input where required, and share prepared meeting minutes
  • Document lessons learned and contribute to the preparation of technical reports, progress updates, and donor reports.
  • Ensure health and safety measures are strictly followed on all construction sites.
  • Support in ensuring that infrastructure interventions comply with environmental, social, and legal standards. • Other duties as assigned

Knowledge and Experience

  • Bachelor’s degree in civil engineering, Building, Architecture, or engineering-related fields
  • Minimum of 3 years of experience in construction supervision, design, or infrastructure project implementation.
  • Minimum of 2-3 years of experience in WASH and or WATSAN activities
  • Strong knowledge of construction standards, technical drawing, and BOQ preparation
  • Proficiency in AutoCAD, MS Office Suite, and engineering software (e.g., EPANET, Orion18 ProtraStructure Revit, and others)
  • Field experience in humanitarian, development, or donor-funded projects is an added advantage.
  • Fluency in English and Hausa is required
  • Excellent technical writing and reporting skills
  • Strong problem-solving and analytical assessment abilities.
  • Ability to work independently
  • Ability to interpret drawings
  • Good interpersonal and communication skills.
  • Willingness to work and travel frequently to remote and field locations in Katsina.

The consultant will provide:

  • Detailed weekly assessment/design / supervision work plan (also briefly stating the succeeding activities in the prior week)
  • Generate daily/weekly/Monthly updates
  • Document challenges, mitigation measures, success stories, and best practices.
  • Infrastructure work completion report detailing stages of work execution, images, approvals issued, quality and compliance forms, and types of quality control tests/dates/analysis results.

Timeframe / Schedule:

  • Estimated Commencement Date: July 2025.
  • Estimated End Date: December 2025.

Total Level of Effort:

  • Six (6) months (5 working days per week)
  • Note: The actual duration is subject to change depending on workload and available budget.

Mercy Corps, Responsibilities

  • Mercy Corps will provide monthly payments to cover all needs, accommodation, and logistics for the consultant (Support Engineer).
  • Consultancy Monthly pay covers only working days or every day the consultant works, it does not cover offwork days.
  • Payment will be made every month covering the cumulative working days, and the Consultant will fill out a timesheet and daily submissions of reports.
  • Mercy Corps will provide oversight support and initiatives as required.
  • Mercy Corps will provide necessary templates for reports, requests for clarification, quality checklist, project designs BoQs etc
  • Mercy Corps will support the consultants (Support Engineer) with the necessary safety gear.
