Job Title: Economic Recovery Assistant 

Purpose

  • To facilitate the implementation of the DRC and MSF partnership in Katsina State, with the aim of improving recovery outcomes for children discharged from Médecins Sans Frontières (MSF) Intensive Therapeutic Feeding Centres (ITFCs), and to support their continued participation in ambulatory therapeutic feeding by providing targeted food assistance to their households through cash transfer.

Duties and Responsibilities
Supporting CVA, Food Assistance and Nutrition Activities:

  • Support the distribution of prepaid cards, ensuring accurate beneficiary identification and adherence to distribution protocols.
  • Ensure beneficiaries are screened, selected and verified through use of developed targeting criteria in operational areas.
  • Facilitate the implementation of CVA mainly but not limited to Unconditional Cash Grants, Conditional Cash Grants, in the operational areas through liaison with line manager.
  • Provide on-site support during cash withdrawal events, including crowd control, troubleshooting, and coordination with financial service providers.
  • Ensure that beneficiaries understand how to use prepaid cards, including PIN setup and withdrawal procedures.
  • Manage cash distribution process and ensure minimum standards are met.
  • Report security incidents, protection concerns, or feedback from beneficiaries to the supervisor promptly.
  • Provide food security guidance, on an individual or group basis, to increase beneficiaries’ awareness of different nutrition foods options based on market assessment and beneficiary interests.
  • Conduct training and sensitisation activities related to complementary nutrition activities.
  • Supervision of nutrition related activities such as trainings, malnutrition monitoring and screening, referral pathways and reporting.
  • Ensure that all activities are conducted in accordance with humanitarian principles, protection standards, and organizational policies.
  • Coordinate in Planning, supervising and monitoring training, awareness and sensitisation activities, including maintenance and verification of all supporting documentation and activities.
  • Support the organization of trainings and other events related to the project.
  • Setting up the complaints and feedback Mechanism on all area of implementation.
  • Submit weekly reports and contribute to compilation of the monthly report and submit to line manager.
  • Assist the Economic Recovery Food Assistance Team Leader in project documentation.
  • Any other duties assigned by line manager.

Stakeholder Coordination:

  • Coordination of Ward level stakeholders in consultation with line manager.
  • Ensure that protocol is followed through stakeholder consultation at all stages of project implementation.

Social Cohesion:

  • Assess the relevance of potential intercommunal dialogue activities linked to livelihoods to improve the dialogue and cooperation between these fields (e.g. joint workshops, peer-to-peer activities, language exchanges, etc.).
  • Select beneficiaries who will participate in the activities through youth empowerment and social safety-net planning in coordination with other sectors.
  • Maintain Excel tracking sheet to ensure that data are collected on a timely basis.
  • Contribute to regular reporting on achievements and challenges related to the project as requested by the Economic Recovery Office.

Monitoring & Evaluation:

  • Work closely with the monitoring team on monitoring and evaluation tools for Economic Recovery activities in coordination with the M & E team
  • Facilitate the qualitative and quantitative monitoring of projects through team meetings, post-assistance visits, regular reporting and any other monitoring tools.
  • Participate in internal evaluations of programmes.

Representation:

  • If requested by the Economic Recovery Program Manager represent DRC in food security sector working groups, cash working group and interagency planning workshops.
  • Represent, and where necessary, advocate on behalf of DRC with local authorities.

Qualifications and Experience

  • Minimum of a diploma or bachelor’s degree in Social Sciences, Development Studies, or a related field.
  • At least 6 months to 1 year of experience in humanitarian or development programs, preferably in cash-based interventions, Data collection and Community sensitization.
  • Experience in field-level implementation, especially in remote or hard-to-reach areas.
  • Familiarity with prepaid card systems and working with financial service providers is an advantage.
  • Strong interpersonal and communication skills.
  • Ability to work under pressure and in a multicultural team.
  • Fluency in English and local languages spoken in the area of operation.
  • Basic computer literacy, especially in Excel and data collection tools (e.g., Kobo, ODK).

Experience and technical competencies (include years of experience):
Desirable:

  • Previous working experience with humanitarian agencies
  • Experience working with hosts, returnees and displaced populations.
  • Experience in cash and vouchers assistance.
  • Experience in community sensitization.

Essential:

  • Experience in Food Assistance Programming, Data collection.
  • Must be locals from katsina state.
  • At least 6 months to 1 year working experience in Cash and Voucher Assistance Programming, Data collection and Community sensitization is required.

General Regulations:

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
