The International Organization for Migration (IOM) – Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Job Title: National Consultant (Support to Nigeria’s National Action Plan on Internal Displacement)

Context

  • While it is challenging to confirm the overall number of people who are internally displaced in Nigeria, displacement is a recurrent phenomenon across the country. According to the 39th round of IOM’s Displacement Tracking Matrix (DTM), carried out in collaboration with the National Emergency Management Agency (NEMA) and the State Emergency management Agencies (SEMA), ongoing conflict in northeast Nigeria has left 2.2 million people displaced across the six states of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe. Elsewhere in the country, crime, cattle rustling, land disputes, communal violence, and tensions, as well as climate change and natural disasters continue to displace vast numbers of people each year. 
  • The Federal Government of Nigeria (FGoN) signed and ratified the African Union (AU) Convention for the Protection and Assistance of Internally Displaced Persons in Africa (the Kampala Convention, or the Convention) in 2012; however, as the context has evolved, an updated policy framework on internal displacement is required to ensure that the government’s response to the plight of IDPs is coherent and coordinated.
  • In this context, on 22 March 2022, the FGoN launched its new approved National Policy on Internally Displaced Persons, reaffirming and clarifying the obligations and responsibilities of the government to protect, promote, and fulfil the rights of IDPs, returnees, and host communities.
  • While the launch of the National Policy represents an important step forward, fulfilling the policy commitments set out therein will require the FGoN’s ongoing political commitment as well as efforts to clearly define the roles and responsibilities of different ministries and institutions: clarifying what, in terms of concrete steps, needs to be done by whom; putting in place associated benchmarks and/or indicators and timelines; and identifying budget requirements to enable necessary allocation of resources.
  • The process will provide an opportunity to discuss and factor in measures to address the structural and environmental realities which will impact the FGoN’s capacity to achieve the ambitious goals set out in the National Policy, and to promote awareness, commitment, and support across ministries and institutions and at different levels of government. 
  • In this context, at the request of the Federal Ministry for Humanitarian Affairs, Disaster Management and Social Development (FMHADMSD), IOM is seeking a national consultant to support the FGoN to develop a National Action Plan (NAP) for the implementation of the National Policy.
  • In close coordination with an international consultant and as part of the FMHADMSD drafting team, she/he will help to map government stakeholders; document the responsibilities and activities of each government entity; and establish linkages between the National Policy and other policy instruments and strategic plans relevant to internal displacement as a broader policy package.

Core Functions / Responsibilities
The Consultant will have the following duties and responsibilities:

  • Together with the international consultant, coordinate closely with FMHADMSD to plan and convene Technical Working Group (TWG) meetings. Where necessary, liaise with other ministries and institutions prior to TWG meetings to ensure their readiness and buy-in.
  • Lead the process of mapping and consulting with line ministries and institutions with the guidance of FMHADMSD to obtain timely inputs to the FGoN’s NAP on International Displacement, detailing each government’s entity’s obligations and responsibilities; activities; resource requirements; partnerships; and technical assistance/capacity building needs, as well as benchmarks and/or indicators and timelines.
  • Lead the process of consultations with IDPs and host communities in consultation with FMHADMSD.
  • Lead in the compilation and analysis of other relevant government policies and legislation to ensure the overall coherence of the NAP and linkages between the National Policy and other policy instruments. 
  • Advise on procedural and substantive challenges which arise during the NAP drafting process, including challenges related to intermenstrual working, and support the identification of solutions to keep the process moving forward.
  • Identify additional capacity building needs among government counterparts and, in coordination with relevant IOM colleagues, provide input to proposals, terms of reference (ToRs) and other documents.
  • As needed, support the establishment of subsidiary bodies and coordination mechanisms, and coordinate closely with FMHADMSD/ subgroup leads to promote coherence and track progress across focus areas.
  • Perform any other duties as may be assigned.

Tangible and measurable outputs of the work assignment:

  • Technical Working Group (TWG) meetings coordinated and convened monthly and/or as required (List of participating institutions, names of focal persons identified and minutes on the outcome of meeting). 
  • Government Stakeholders mapped and ToR detailing obligations and responsibilities of Government entities, as well as activities; resource requirements; partnerships; and technical assistance/capacity building needs, as well as benchmarks and/or indicators and timelines developed. 
  • Synthesis report on consultation and contributions from IDP and Host communities developed. 
  • Analysis on nexus between relevant Government policies and legislation, as well as other policy instruments with the National Policy on Internally Displaced Persons. 
  • Report on recommendations developed on procedural and substantive challenges encountered during the drafting process. 
  • Assessment report developed on capacity building needs of government counterparts. 
  • Subsidiary bodies and coordination mechanisms established (if needed).

Performance indicators for the evaluation of results:

  • Consultative meetings with FMHADMSD, line ministries and institutions, as well as IDPs and host communities conducted.
  • Subsidiary bodies and coordination mechanisms established.
  • Timely execution of assigned responsibilities.
  • Timely reporting and documentation of proceedings and milestones.
  • Satisfaction with coordination efforts and overall performance of the consultant.

Educational Qualifications

  • Post Graduate Degree from an accredited academic institution or university with six (6) to ten (10) years of progressive working experience in the field of humanitarian assistance, stabilization, or post conflict recovery setting.

Experience & Skills:

  • Demonstrated, proven technical knowledge in the thematic focus of the consultancy is a must. 
  • Demonstrated experience in drafting policy documents, and leading policy planning, including policy analysis, development and implementation is required. 
  • Solid understanding of humanitarian issues in the Nigerian context.
  • Previous experience similar assignment with IOM, UN or donors is an advantage.
  • Previous protection centered work experience is an advantage. 

Languages:

  • Fluency in English is required (Oral and Written).

Advantageous:

  • Knowledge of any local languages
