Job Title: MEAL Assistant

Overall purpose of the role

  • This role has an area focus and ensures compliance to DRC procedures and guidelines within the area.
  • The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks.
  • The role provides support and/or technical guidance to base operations.

Duties and Responsibilities
Results Monitoring and program quality support:

  • Assist colleagues in Project Cycle Management, in line with DRC guidance and division of labor, accommodating external requirements and internal evidence needs. Specifically, assist in implementation of the MEAL plans, indicator tracking tools and other relevant tools for the area of responsibility.
  • Assist in project Kick-off meetings, Quarterly Review meetings and Close-out meetings to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes.
  • Assist in the implementation and data collection for results frameworks and monitoring processes and tools at the right level.
  • Carry our field level data collection and field monitoring and apply ethical principles in the field work, including with regards to DRC Code of Conduct and in line with Protection referral protocols and SOPs.
  • Conduct training to enumerators on data collection procedures, tools, requirements and on DRC data protection policy.
  • Implement protocols for data protection, storage, sharing, and security in the area of responsibility.
  • Support the analysis and ensure reporting of MEAL qualitative and quantitative data collected in line with internal information needs.
  • Support the Project Manager, programme teams and grants management in line with the MEAL plan.
  • Assist and support the Program and MEAL team in implementation of an evaluations, assessments and surveys as

Accountability:

  • Assist and support implementation of the different mechanisms for community engagement and feedback in monitoring, evaluation, accountability, and learning in the area of responsibility.
  • Assist in the implementation of DRC’s Community Feedback Mechanism.
  • Assist and register and follow up to complaints as assigned by the managers and process complaints in a timely, safe and accountable manner.
  • Perform other duties as required by Line Manager.

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Education: (include certificates, licenses etc.)

  • PGD in social science, Information Management, administration.
  • B.Sc. Degree

Experience and technical competencies:
Essential:

  • Training in quantitative methodologies, including database management.
  • One year of direct experience of monitoring and evaluation related to one or more of these fields: Protection, Emergency NFIs, WASH, Shelter, Livelihoods and/ or Mine Risk Education initiatives.
  • Analytical skills and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning. 
  • Demonstrated ability and understanding to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, observations to name a few.
  • Good verbal and written communication skills. Ability to analyse data and summarise it for a range of different audiences.
  • Computer literacy, specifically Microsoft package (e.g. Word, Excel) as well as Data collection platforms ODK, Kobo toolbox, CommCare, etc.
  • Ability to build support from staff across teams and across members, and to build the capacity of others.
  • Proven ability to coordinate effective resource allocation to ensure quality programmes.
  • Sound strategic thinking and planning skills, including ability to think creatively and innovate and to set priorities and evaluate progress.
  • Commitment to DRC mission, values and approach.
  • Commitment to teamwork and understanding of how to contribute.

Desirable:

  • Professional qualification at BSc level or above in social science, statistics, livelihoods, protection, or economics
  • Experience of qualitative research techniques
  • Experience in international development
  • Experience working in emergency response with INGOs, preferably in a humanitarian context.

Languages: (indicate fluency level)

  • Fluency in written and spoken English.
  • Fluency in local spoken languages.
