Opportunity
- The Local Health System Sustainability (LHSS) Project is a 5-year, $209 million global task order that works to strengthen health systems as a means to achieve universal health coverage and improve population health and well-being.
- Interventions will focus on reducing financial barriers, holding health services accountable for meeting all clients’ needs and making sure that the care patients receive meets minimum standards.
- LHSS’s Nigeria activity will support the Government of Nigeria to support targeted states to expand sustainable pro-poor health financing options to reduce health inequalities, improve access to essential health services for the most vulnerable populations, and increase government expenditure on health services for greater sustainability of health service delivery.
- The activity tentatively has five main objectives:
- Financial risk protection
- Increased health coverage
- Increase number of fully functional facilities
- Increase utilization of state health insurance schemes
- Increase government funding for HIV/AIDs and TB services
Key Responsibilities
- Manage all subcontract and grants processes following USAID/Abt Regulations, including following LHSS’s approved grants manual, including pre-award, post award, monitoring, and implementation.
- Coordinate closely with Home Office Grants Manager to draft Grant Strategy during project start up.
- Responsible for subcontracts and grants issuance and payments,
- This includes participating in pre-award or precontractual assessment processes to ensure the proposed organization has the appropriate internal structures to manage the grant or contract according to USAID/Abt regulations.
- Includes reviewing and ensuring completeness of all USAID approval submission package documentation
- Tracks grant and subcontract deliverables and disbursements, ensuring they are proceeding on schedule, and documenting any delays.
- Provide deliverable reviews for accuracy and completeness per the parameters within the grants/subcontracts
- Responsible for grantee/subcontractor performance monitoring and capacity building of recipients in the following areas wherever applicable:
- Provide oversight to grantees or subcontractors, working with the technical leads and the Grant Specialist, to ensure grant/subcontract compliance and timely deliverables of grant-funded activities.
- Ensuring the grantee/contractor is meeting with the technical lead and Grant Specialist on a regular basis
- Site visits when needed
- Internal control procedures.
- Allowable costs/cost principles under USAID regulations.
- Oversees the grant and subcontract close-out process, working closely with the Grants Specialist, Procurement Specialist, and the Technical Points of Contact to ensure closeout and appropriate transfer of grants files.
- If the grant or subcontract is cost reimbursable, analyze the monthly financial reports of each grant, including:
- Checking the supporting documentation of each report (invoices, receipts, quotations, etc.)
- Providing and reconciling bank statements for each monthly/quarterly report
- Verifying that monthly spending and cumulative spending is consistent with the approved budget
- Confirming that the counterpart report complies with the general budget of the project
- Develops and maintains a project control system which tracks the status and progress of ongoing grant and subcontract activities supported by the project
- Prepares inputs for LHSS reporting and planning (work planning, quarterly progress reports, M&E planning, etc.).
Minimum Qualifications
- Master’s Degree + Six to Eight years of relevant experience
Preferred Qualifications:
- Previous field experience on USAID-funded projects in Nigeria. Experience managing USAID grants and/or proven expertise in USAID Federal Acquisition Regulations (FAR) highly desirable.
- Strong relationship management skills. Must be able to manage relationships with internal and external program stakeholders and partners.
- Good computer skills, including excellent knowledge of Microsoft Office applications, particularly Excel.
- Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
- Ability and track record of working as part of a busy team and working effectively under pressure to tight deadlines.
- Excellent written and spoken English required.
