Context and Justification

  • Following the ratification of the Paris Agreement in 2017, Nigeria committed itself to reduce its Greenhouse Gas (GHGs) emissions unconditionally by 20% and conditionally by 47% come 2030 in line with its Nationally Determined Contributions (NDC) pledge. 
  • To support the Federal Government of Nigeria’s efforts towards the fulfilment of its conditional NDC target, the European Union (EUD) through the provision of technical assistance for the implementation of the Nigerian Climate Change Response Programme (NCCRP) is supporting the country with the objective (among others) to establish the Measurement, Reporting and Verification (MRV) framework and implement sustainable MRV systems for waste and energy sectors (Task 1).
  • The technical assistance for the implementation of the NCCRP is being provided by the Conseil Santé Consortium (French consulting company) in accordance with the methodology document that it developed in this regard (NCCRP methodology), to support the Department of Climate Change (DCC), Federal Ministry of Environment, as the main beneficiary. A participatory approach was adopted by the Conseil Santé Consortium (see annex) involving consultations between the Technical Assistance Team (TAT), the staff of the DCC and other institutions involved in the institutional MRV framework.
  • Largely focused on mitigation-related MRV, the NCCRP Task 1 covers the MRV of GHG emissions and MRV of mitigation actions. The main activities to be developed under this task are the following:
    • Development of the legal architecture for the institutional MRV;
    • Set up the MRV for the energy and the waste sectors;
    • Capacity development of data management and reporting procedures (e.g. training, capacity building, workshops).
  • As part of the establishment of the MRV of GHG emissions in the energy and waste sectors in Nigeria, the Conseil Santé Consortium envisaged to build the capacity of relevant stakeholders on the quality assurance and quality control (QA/QC), cross sectoral issues and reporting in the framework of the future Biennial Transparency Report (BTR), in accordance with the NCCRP methodology (Activity 1.5.3; Intervention 1.5 ‘’Pilot applications for the energy and waste sectors’’).
  • The Conseil Santé Consortium is seeking the services of an international consultant to carry out this mission described below.   

Objectives of the Mission

  • The goal of the consultancy is to provide Nigeria with capacity-building and technical support for the improvement of the quality of its GHG inventories in the energy and waste sectors in the framework of the future Biennial Transparency Report (BTR).

Specific Objectives of the Mission
The main objectives of this consultancy are outlined as follows:

  • Specific objective 1: Develop a QA/QC plan customised to Nigeria context for current reporting under the United Nations Framework Convention on Climate Change (UNFCCC) and future required reporting under the Enhanced Transparency Framework (ETF) for national GHG inventories;
  • Specific objective 2: Develop sectoral and cross-sectoral national guidelines;
  • Specific objective 3: Develop GHG inventories reporting templates
  • Specific objective 4: Build the technical capacity of adequate number of stakeholders (inventory compilers in the energy and waste sectors and the national coordinating technical team) on the QA/QC, sectoral and cross sectoral issues, and GHG inventories reporting.

  • To be submitted electronically to the Team Leader and the Project Director Conseil Santé who in turn submits to the Project Officer at the EU seeking approval.

Title of the Position(s):

  • One international expert will be recruited to carry out this mission: International Technical Expert for the capacity building of stakeholders on the QA/QC, cross sectoral issues and GHG inventories reporting

Expert(s) Profile(s)

  • Education and Training: Minimum Qualification: relevant University Degree, preferably MSc, or equivalent, in Environmental Sciences, Policy, Engineering, or Economics or other related fields (e.g. energy sector, waste sector).
  • General Experience: Minimum 10 years professional experience in missions with similar tasks, out of which at least 3 years in African countries; Experience in the field of climate change, and specifically in capacity building for the GHG inventories, and development of GHG inventory QA/QC plan and GHG inventories guidelines.
  • Specific Experience: Knowledge in (i) knowledge in transparency framework and reporting requirements based on the UNFCCC and Paris Agreement (ii) thorough knowledge and hands-on experience with the 2006 IPCC Guidelines and QA/QC plan; (iii) familiar with 2019 Refinement for the 2006 IPCC Guidelines;
  • Specific Experience with GHG inventories QA/QC development, sectoral and cross-sectoral guidelines development, reporting requirements under UNFCCC (e.g. national communications, biennial update reports, etc.), and technical analysis/review of GHG inventories report; carried out at least two assignments of a similar nature in developing countries would be an asset.
